After a year of operating the local government at 2 levels, the commune level in many localities is undertaking a large volume of tasks, facing overload pressure and a lack of specialized personnel.
Therefore, the policy of adding commune-level professional departments built by localities will help reduce the burden on the grassroots apparatus, improve the effectiveness of state management and serve the people.
Currently, 46 communes, wards, and special zones in Hai Phong City are urgently implementing the establishment and reorganization of professional departments under the commune-level People's Committees.
According to the request of Hai Phong City People's Committee, the People's Committees of communes, wards, and special zones are responsible for submitting to the Commune People's Council to decide on the establishment and reorganization of professional departments under the Commune People's Committees in accordance with the law.
Specifying the positions, functions, tasks, and powers of specialized departments in accordance with the guidance of the Ministry managing the industry and field and the provisions of law.
46 communes, wards, and special zones that are administrative units of commune level type 1 in Hai Phong are arranged with 5 departments under the commune-level People's Committee, including: Office of the People's Council and People's Committee; Department of Construction, Agriculture and Environment (for localities with agricultural activities) or Department of Construction and Environment; Department of Economy; Department of Culture - Society and Public Administration Service Center.
67 communes and wards that are commune-level administrative units of type 2 (excluding Bach Long Vi special zone) still retain 4 professional departments, names and functions as they are now.

In Dong Thap, the Provincial People's Committee has also issued a decision on the framework of the number and names of professional departments under the commune-level People's Committee in the province.
Accordingly, commune-level People's Committees are organized with specialized departments suitable to the scale and characteristics of each administrative unit, ensuring the full implementation of state management functions at the grassroots level.
In which, 31 commune-level administrative units are arranged with 5 departments/Commune People's Committees, while 71 commune-level administrative units are arranged with 4 departments/People's Committees.
Professional departments include: Office of the People's Council and People's Committee; Department of Culture - Society; Economic Department (for communes) or Department of Economy, Infrastructure and Urban Areas (for wards); Department of Science, Technology, Agriculture and Environment (applied to communes with 5 departments); Public Administration Service Center.
In Son La, the Provincial People's Committee issued Decision No. 1394/QD-UBND on the number of Vice Chairmen of Commune-level People's Committees in the area.
According to this decision, 27 out of a total of 75 communes and wards are allocated a maximum of 3 Vice Chairmen of the People's Committee, an increase of 1 person compared to the time of starting to operate the 2-level local government model.
The localities supplemented are mainly wards belonging to Son La city, former Moc Chau town and central communes of old districts such as Mai Son, Thuan Chau, Phu Yen, Muong La, Quynh Nhai, Song Ma, Yen Chau...
Thus, currently, 75 communes and wards in Son La province are allocated a total of 177 Vice Chairmen of Commune-level People's Committees, still lacking 10 people compared to the norms specified in Decree No. 300/2025/ND-CP of the Government.
Previously, regarding the arrangement of the number of Vice Chairmen of Commune-level People's Committees, the Ninh Binh Provincial Department of Home Affairs proposed a general principle applied that is an average of no more than 2.5 people per commune-level administrative unit. The total number of Vice Chairmen of Commune-level People's Committees in Ninh Binh province has been determined by the Provincial Party Committee to be 322 people for 129 units.
Instead of egalitarianism, the Department of Home Affairs proposes a model of "2 to 3 Vice Chairmen" depending on the nature of the area. The group prioritized for allocation is a maximum of 3 Vice Chairmen, including: Localities that play a central role, have large population sizes or have specific state management requirements; Administrative units with high population density (from 35,000 people or more)...
Similarly, Ho Chi Minh City has also guided the process of supplementing Vice Chairmen for 83 communes and wards.
