The Department of Administrative Management and Social Order Police (C06), Ministry of Public Security has just sent a report to the Minister of Public Security proposing solutions to give gifts on the occasion of National Day 2.9 to all people.
According to C06, as of 9:00 p.m. on August 25, the whole country had 26,843,417 households, equivalent to 106,855,575 citizens. Therefore, C06 proposes 3 payment options:
Option 1: Pay according to the owner
Through 2,866,493 bank accounts receiving social insurance (SI) pensions, compared with the national database (NDLQG) on population, 1,409,828 household owners (5.3%), equivalent to 5,001,019 citizens (4.7%) were identified. This account number can be used immediately to pay.
For the remaining 25,433,589 homeowners (94.7%), social security accounts will be integrated via VNeID level 2; of which, 18,800,804 homeowners (73.9%) have VNeID level 2, and 6,632,785 homeowners (26.1%) who have not registered will be instructed by the local police to register and open bank accounts.
In cases where VNeID level 2 cannot be registered, it will be paid through the commune-level police account, the Commune Police Chief will directly pay and update the population database.
The above option has advantages: Just determine the homeowner's account to receive money for the whole household. However, there is a risk of dispute when the homeowner does not transfer money to the members; the banking system cannot transfer money simultaneously in 1 hour but must last for a day.
Option 2: Direct payment to each citizen
There are currently over 52 million authenticated bank accounts (BIDV, Vietcombank, Vietinbank, Agribank, MB...). The Ministry of Public Security will request the bank to provide it for payment. In case citizens do not have an account, the commune police will promote and guide them to open an account and integrate social security on VNeID.
In case the account cannot be opened, the payment will be made through the commune police account, the commune police chief will pay directly and update to the database.
The advantage of this option is that the money is transferred correctly to each beneficiary, without arising disputes. The disadvantage is that the system is unable to meet the requirements when having to open a large number of accounts nationwide at the same time.
Option 3: Use the account of the commune police agency to pay
Currently, 100% of commune police have digital signatures and bank accounts. The commune police will pay through the account of the household owner; in case there is no account, pay in cash, and update the information that the household and citizen have received to the Residence Information Center.
The advantage of this option is to transfer money correctly to each household; The Commune Police have a firm grasp of the area and household members, ensuring accuracy. The disadvantage is that commune-level police officers must pay directly and update to the population database system, to ensure avoid paying multiple times to the same person.
Based on the analysis, C06 proposed that the Minister agree in principle to choose option 3 because it is feasible and highly effective; at the same time, assigning C06 to coordinate with the police of units and localities to complete the software and review account numbers to organize implementation.
Many banks guide linking social security accounts on VNeID
Currently, many banks such as Vietcombank, BIDV, VietinBank, MB, Agribank, LPBank, TPBank... have also instructed people to connect bank accounts directly on VNeID.
According to the instructions of banks, with a few steps on the VNeID application, people can register to receive social security money quickly, safely and systematically through an account opened at the bank.
If people already have a bank account, the first step is to enter the VNeID application, click on the "Social Security" section.
Step 2 is to select "Social Security Account". Step 3 is to enter passcode, select bank, enter bank account number.
By following the above 3 steps, people have completed and can wait for approval to receive money directly into their bank account.
In case people do not have a bank account, they can register to open an account by downloading the banking application. Then return to the above steps to complete the registration procedure.
This connection has been deployed by many banks in coordination with Napas and the Ministry of Public Security.
Connecting payment accounts on VneID is to help customers receive social security benefits, public service payments (retirement, allowances for the poor, meritorious people...) through linked payment accounts.
