The People's Council of Quang Ninh province has just passed a Resolution to abolish Resolution No. 101/2013/NQ-HDND dated July 19, 2013 of the Provincial People's Council on a number of mechanisms and incentive policies for households living long-term on Tran Island, Co To District.
For contracts borrowed from the Social Policy Bank of households that are enjoying the policies prescribed in Resolution 101/2013/NQ-HDND dated July 19, 2013 of the People's Council of Quang Ninh province but have not yet reached maturity, they will continue to enjoy interest support policies until the contract ends. The funding source for implementing interest rate support is from the provincial budget.
Resolution No. 101/2013/NQ-HDND dated July 19, 2013 of the People's Council of Quang Ninh province has 5 support policies, of which 3 policies have met the goals (migration households have fully benefited according to regulations: Housing support policies, land policies, production development support policies).
Regarding housing, Dong Bac Corporation (Ministry of National Defense) has built and donated 17 spacious houses to 17 households with infrastructure on Tran Island, worth 30 billion VND
1 Policy is no longer in accordance with Circular No. 04/2023/TT-BGDDT dated February 23, 2023 of the Ministry of Education and Training (the policy on the case on the island does not arrange secondary and high school students to be recruited directly to the provincial boarding ethnic minority schools); 1 Policy has been detailed in the Law amending and supplementing a number of articles of the Law on Insurance (the population policy on the island is supported by the State 100% of the cost of buying health insurance cards for medical examination and treatment).
In the period of 2026 - 2030, the People's Committee of Quang Ninh Province directed the Department of Agriculture and Environment to coordinate with the Department of Ethnic and Religion, the relevant departments and branches and the local People's Committee based on the regulation and guidance on the content of the arrangement of population arrangements under the National Target Program of ethnic minority and mountainous areas in the period 2026 - 2030 to propose supporting support policies.
Tran Island is considered Truong Sa in the Northeast sea, with a natural area of about 4.4km2, about 10 nautical miles from the Vietnam - China border demarcation line in the Gulf of Tonkin.
