The Chairman of the Provincial People's Committee requested the Department of Home Affairs to preside over and coordinate with relevant agencies to review and evaluate the current situation of the commune-level cadre team, especially the capacity to receive and implement projects and plans after decentralization from the district level.
On that basis, research and consult on solutions for mobilizing and seconding civil servants to communes with shortages, weaknesses or unreasonable structures, focusing on key areas such as land management, construction, finance, environment, and information technology.
Departments and branches are responsible for strengthening training, fostering administrative management skills, and equipping information technology equipment for facilities to meet the requirements of working on digital platforms.
Previously, as Lao Dong reported, since the 2-level government model was officially operated from July 1, 2025, many communes in the province have encountered difficulties in organizing the implementation of tasks, a number of cadres, civil servants, and public employees have applied for early retirement or retirement. Many grassroots officials reported confusion and pressure in handling work due to confusion with the new model.
Faced with this reality, the Provincial People's Committee has directed departments and branches to make a list of at least 5% of cadres and civil servants in the payroll to mobilize and second to the grassroots, directly removing difficulties and obstacles.
