According to reporters' records, along Lac Long Quan street (section from Thuy Khue intersection to Hoang Quoc Viet intersection), a series of barriers have been erected to serve emergency underground culvert construction. The project aims to improve the drainage system of the To Lich - Ta Nhue river basin.
Mobile barrier sections are about 10m long and 5m wide. Construction barriers have caused the road surface to narrow significantly, down to about 3.5-10m (depending on the section).
In these areas, vehicles have to move slowly, tailgating each other, especially during peak hours of morning and afternoon.
Construction areas are all equipped with warning signs, hard barriers and guidance systems to ensure safety for vehicles in traffic.

Ms. Nguyen Lan Anh, who regularly travels through this route, said: "Since this road section was constructed, the road surface has narrowed a lot. At rush hour, there is congestion, sometimes it takes me twice as long as usual to get home.
In the Hoang Quoc Viet - Buoi - Lac Long Quan intersection area, congestion occurs more frequently when large barriers appear occupying most of the road surface. Vehicles have to move in a temporary traffic diversion direction, causing localized congestion.
According to the construction unit, the project is implemented according to a rolling plan. After each section is completed, the road surface will be temporarily restored to ensure traffic before continuing to construct the next locations.
The main construction items are mainly carried out at night, from 10 pm to 5 am the next morning to limit the impact on daytime traffic.
The project is expected to be completed by the end of May 2026. When put into use, the new underground sewer line is expected to contribute to improving drainage capacity and reducing flooding in the area every time it rains heavily.
