Suddenly digging up roads, fences, blocking the entrance to cemeteries
According to Lao Dong Newspaper, people in Phu Dien Ward, Hanoi City, from June 30, 2025, the road leading to Tran Hung cemetery - where thousands of graves of local people are buried - was suddenly fenced off with corrugated iron and a deep hole was dug across the road. This makes it impossible for people to visit, clean up or burn incense for relatives.
When the incident occurred, people reported it to the local authorities and dismantled the fence to enter the cemetery. However, that same night, the construction unit dug a hole deep in the middle of the road, making it impossible for them to pass. The construction has filled all drainage ditches, causing the tomb to be deeply submerged in water.
Mr. Do Duc Luu (76 years old, residing in Mai Dich, Phu Dien) said that his family has more than 100 tribal tombs in this cemetery. "I cannot go in to burn incense for my ancestors. The leveling and blocking of the sewers caused the entire cemetery area to be flooded, which was very dangerous" - Mr. Luu was upset.
At the same time, Mr. Nguyen Huu Thang (Dong Xa hamlet, Phu Dien) said that when he came to burn incense on June 30, he discovered that the entrance was packed with corrugated iron. He and some local residents cut the corrugated iron to get inside, but that same night, the construction unit continued to dig a hole deep in the middle of the road, causing traffic to be completely blocked.
According to Ms. Nguyen Thi Phuong, residing at No. 10, Lane 66, Ho Tung Mau, the enterprise blocked the road, and the people reported it to the authorities and the authorities to record it, but the enterprise still deliberately did not do it. For many years, the tombs have always been dry and clean, but now they are flooded, overgrown with weeds, causing loss of aesthetics and environmental pollution. Therefore, the authorities need to intervene more drastically.
The government requires restoration of the access road, but businesses still deliberately delay
According to the representative of Phu Dien Ward People's Committee, the unit under construction is Vigeba International Investment and Construction Joint Stock Company. The project is being implemented on a land area of nearly 1ha that has not been cleared, including part of Tran Hung cemetery. The authorities have requested the investor to immediately stop blocking the road to the cemetery, provide complete legal documents and comply with construction regulations.
On July 8, speaking with a reporter from Lao Dong Newspaper, Chairman of Phu Dien Ward People's Committee - Mr. Nguyen Van Hai - said that he had directed the inspection of all project documents, and worked with the people and requested the investor to maintain the status quo and not continue construction without permission.
" Going to a cemetery to visit relatives' graves is a legitimate need of the people. If the investor arbitrarily digs the road without a license, it will be strictly handled" - Mr. Hai affirmed.
However, at 12:00 on July 8, a reporter from Lao Dong Newspaper recorded at the scene that the business was still leaving excavators blocking the road, and people still had no way into the cemetery.
The representative of Phu Dien ward informed that they will work directly with the investor on the same day to request a specific roadmap, restore the status quo, and ensure people can travel safely.
