The project to build provincial road 485B, the section from the left dike of the Dao River to National Highway 21B, former Nam Dinh province (now new Ninh Binh province) has a length of 15km, with a total investment of more than 560 billion VND.
It is known that the provincial road 485B construction project started in 2019 and was completed and handed over in 2024 with the goal of contributing to socio-economic development, ensuring national defense and security and gradually completing the Ring Road II traffic system according to the plan. However, to date, the project has not been able to promote synchronous exploitation efficiency due to problems at the intersection with the Hanoi - Ho Chi Minh City railway line (section passing through Thanh Loi commune, Vu Ban district, former Nam Dinh province; now Truong Thi ward, new Ninh Binh province).

Soon put provincial road 485B into synchronous operation
According to the reporter of Lao Dong Newspaper, at the intersection of provincial road 485B and the Hanoi - Ho Chi Minh City railway line (Km94+250), this area is still barricaded. Some vehicles moving from the Kinh Lung ferry direction (left bank of the Dao River) here are forced to turn around and find other routes to go around.
Mr. Vu Van Vinh (worker in Bao Minh Industrial Park) shared: "My house is near Kinh Lung ferry, since there is provincial road 485B, I go to work more conveniently and safely because the road is wide, but every time I get to the intersection with the railway, I have to take a detour, which is quite inconvenient. We people hope to soon have a solution to open the intersection at provincial road 485B with the railway, helping to facilitate travel.
Regarding the above issue, a representative of the Ninh Binh Provincial Construction Investment Project Management Board No. 2 said that the Km94+250 location has not opened the level crossing to synchronously exploit provincial road 485B because not far away, at Km93+893 is the level crossing for people crossing the railway that has not been closed.


Representatives of the Ninh Binh Provincial Construction Investment Project Management Board No. 2 added that when building provincial road 485B through the railway, in order to be able to close the level crossing at Km93+893, the unit built a new service road from the level crossing at Km93+893 to the level crossing at Km94+250, the plan has been approved by the old Nam Dinh Provincial People's Committee; Vietnam Railways Authority has inspected and issued a construction permit. When the project was completed, Vietnam Railways Authority issued a decision to abolish the level crossing at Km93+893 to replace it with the level crossing at Km94+250, from February 6, 2025.
At that time, people in some residential groups of Trinh Xuyen, Trinh Xuyen Thuong and Gao market proposed to keep the level crossing at Km93+893, so we and the local government organized many dialogues with people and temporarily did not close the level crossing at Km93+893," said a representative of the Construction Investment Project Management Board No. 2 of Ninh Binh province.
Recently, Ninh Binh Provincial People's Committee issued a document assigning the Department of Construction to preside over and coordinate with the Ninh Binh Provincial Construction Investment Project Management Board No. 2 to develop a traffic diversion plan to ensure traffic safety on National Highway 10 section passing through the area to deploy the construction of closing the old Km93+893 level crossing and putting the new Km94+250 level crossing into operation.
People hope to build service roads
According to the reporter of Lao Dong Newspaper, the level crossing across the railway at Km93+893 has barriers and railway industry staff on duty to ensure traffic safety when trains pass. This is a road connecting National Highway 10 to the headquarters of Truong Thi Ward People's Committee, schools, health stations and residential areas.
Local people said that the current level crossing has existed for a long time, being a walkway to the administrative area of the ward. The proposal to close the road to relocate to a new location makes many people worried about inconvenience in daily life.


We want to keep the current level crossing for convenient travel, especially for students going to school every day, moving to the new point, people will have to go around further. If this level crossing has to be closed, we want to build a service road to make travel more convenient," said Mr. Tran Xuan Duc (in Truong Thi ward, Ninh Binh province).
Regarding the above issue, Mr. Do Quang Luu - Chairman of Truong Thi Ward People's Committee informed: "Previously, at the dialogue with the people, the local government had propagated and mobilized; people agreed with the plan to renovate and extend the existing service road (section from Km93+893 to Km93+575). We have sent a document to the Ministry of Construction requesting approval of the location and scale of construction of the people's service road. If approved, the ward will deploy construction so that provincial road 485B can be exploited synchronously soon (opening the level crossing at Km94+250)".
