Ninh Binh accelerates site clearance progress for 500/220kV power line project

NGUYỄN TRƯỜNG |

Ninh Binh - Ninh Binh province is urgently removing obstacles in site clearance for the 500/220kV power line project, ensuring construction progress.

The 500/220kV Nho Quan - Phu Ly - Thuong Tin transmission line project is expected to be completed in 2025, but due to site problems, the progress has been adjusted to be completed before the hot season of 2026. However, to date, the Project is still facing difficulties in site clearance for the remaining spans in Ninh Binh province.

Currently, in Ninh Binh province, there are still 18/71 sections of corridor lines that have not been handed over land, of which Tam Chuc ward still has 12 sections, Ly Thuong Kiet ward still has 5 sections and Nguyen Uy ward still has 1 section.

Mr. Pham Hoang Tung - Chairman of Tam Chuc Ward People's Committee said that the Ward People's Committee has coordinated with relevant units to inventory, prepare and publicize land clearance plans for 19 households whose land is located in the safety corridor but has not been approved because some households registered for resettlement in other localities and the existing resettlement land fund in the ward must be reserved for households affected by the National Highway 21 parallel road project and the infrastructure renovation project.

The Ward People's Committee has worked with households with residential land located in the site clearance area to inform about the situation, urgent progress requirements of the Project and compensation and resettlement support policies. Households have agreed to advance funds according to the draft plan that has been developed to ensure the progress of the Project" - Mr. Tung said.

In Ly Thuong Kiet and Nguyen Uy wards, they are also coordinating with relevant units to focus on removing difficulties, conducting inventory, preparing and publicizing compensation and payment plans for households with residential land in the safety corridor and households with houses, works, and trees on land that is not residential land.

Mr. Nguyen Cao Son - Vice Chairman of Ninh Binh Provincial People's Committee said that the 500/220kV Nho Quan - Phu Ly - Thuong Tin transmission line project is a project of particular importance in improving transmission capacity, ensuring power supply for Ninh Binh province, Hanoi Capital and neighboring provinces. At the same time, strengthening the connection of the transmission grid system in the Capital region, contributing to ensuring safe, flexible and stable operation of the national power system.

To speed up the project completion progress, Ninh Binh Provincial People's Committee has directed the People's Committees of Nguyen Uy, Tam Chuc and Ly Thuong Kiet wards to urgently review the difficulties and obstacles still existing in the area. At the same time, agree, sign contracts and clearly define responsibilities with the Provincial Land Fund Development Center to implement related work, ensuring legality and project progress.

Continue to promote propaganda and mobilize people to create consensus, promptly grasp and handle problems arising at the grassroots level. Proactively inspect and drastically handle cases of violations of land use for wrong purposes in the power grid corridor, request to restore the original state to ensure safety during construction and operation of power lines.

Along with that, localities urgently identify and provide specific land price plans, send them to the Provincial Land Fund Development Center to develop and publicize draft plans for compensation, support, and resettlement in accordance with legal procedures, and complete payments to households no later than April 15, 2026.
