Land clearance bottleneck
At the end of February 2026, Chairman of Dong Nai Provincial People's Committee Nguyen Van Ut inspected the site clearance compensation for 2 transport projects connecting Long Thanh airport with Ho Chi Minh City, which are the 25B road upgrade project and the 25C road construction project. These two routes will connect Long Thanh airport through National Highway 51 to the Ben Luc - Long Thanh expressway, Ring Road 3 HCMC, reducing the load on the HCMC - Long Thanh - Dau Giay expressway.
According to reports, the project to upgrade road 25B, more than 9km long, started in December 2024, but so far the handed-over land area has only reached about 70% of the total area, with a realized value of about 44%; while the road 25C construction project, 2.65km long, has also only been handed over about 35% of the land area, with a realized value of about 0.5%.
The Chairman of the Provincial People's Committee said that the main reason is that the coordination of units still has many shortcomings and is not drastic, especially the coordination between the Land Fund Development Center of branches and the Commune-level People's Committee.
Through records, many localities facing difficulties in site clearance have to send documents requesting instructions from the Provincial People's Committee. For example, for the 25C road construction project, Phuoc An Commune People's Committee had to request instructions from the Provincial People's Committee regarding the case of households with many generations, many couples living together on one agricultural land plot (must relocate).

Technical opening in June 2026
The Chairman of the Provincial People's Committee requested the Land Fund Development Center (provincial level and branches) and the People's Committees of communes to urgently complete the approval of compensation plans, complete site clearance, and hand over land to investors in March 2026.
The Chairman of the Provincial People's Committee requested the Provincial Construction Investment Project Management Board to direct contractors to mobilize sufficient manpower, machinery, and materials, promote overtime, increase construction shifts "3 shifts, 4 shifts". At the same time, have solutions to transfer the construction volume of contractors who are behind schedule and supplement subcontractors to speed up construction progress, striving for technical traffic opening in June 2026.
In addition, according to the plan, the Bien Hoa - Vung Tau expressway projects and the Ho Chi Minh City Ring Road 3 project section passing through Dong Nai province will complete construction and put into synchronous operation in May 2026.
In the coming time, the Provincial People's Committee will strengthen inspections at the grassroots level to promptly remove obstacles for projects in the province, and at the same time promptly handle the responsibilities of units showing signs of shirking and avoiding responsibility.
To serve traffic connection with Long Thanh airport in Dong Nai province, 8 road construction investment projects are being implemented. Among them, 4 projects have started construction work, including: Component Project 1 - Bien Hoa - Vung Tau Expressway Project; Component Project 3 - Ho Chi Minh City Ring Road 3 Project; Road 25B upgrade project (section from the center of Nhon Trach commune to National Highway 51) and Road 25C construction project (section from National Highway 51 to Huong Lo 19). The remaining projects include: Upgrading and expanding provincial roads 769, 773 and investing in the construction of provincial roads 770B, 769E are in the process of implementing investment procedures.
