Road worth hundreds of billions subsided and cracked
The bypass route south of Bao Loc city has a total length of 15.6km. The starting point of the route is in Loc Chau commune and the ending point is in Loc Nga commune.
The project started construction on August 31, 2017 with a total investment of 800 billion VND and was built according to grade III mountain road standards. The purpose of the project is to reduce the load on Highway 20 passing through the center of Bao Loc city, promoting the local socio-economic development.
According to the Department of Transport of Lam Dong province, currently, about 70% of the work has been completed, with basically 15/15km completed. Due to lack of capital, the project has stopped construction since October 2020 under the direction of the Ministry of Transport, waiting for competent authorities to consider and handle the project's capital source. Up to now, the project has been nearly 4 years behind schedule.
Currently, the above mentioned bypass road has subsidence and cracked road surface. Authorities recorded 120m of damaged road surface. Among them, there was a section that was broken and the road surface subsided nearly 2 meters from the original location.
Actual records show that, at a road section of the project, there is a long crack with a gap of up to tens of centimeters, the roadbed is divided into 2 separate parts.
At another location on the surface of Bao Loc city bypass, it was also cracked with an opening of about 20cm. Cracking and subsidence on the Bao Loc city bypass occurred since early August 2023. Recently, the cracks have continued to expand, and the road surface has many bulges, slumps, and displacements from its original position.
Localities proposed to remove problems
The unfinished construction of the Bao Loc urban bypass is posing a huge traffic safety hazard. Furthermore, the road construction is also showing a huge waste of public investment.
Previously, in December 2023, a man rode a motorbike into this area and fell into a subsidence point, dying. To ensure safety, authorities have organized barricades, prohibiting people from passing through the damaged road area. However, because of practical daily needs, many people still have to brave danger to travel back and forth.
Recently, the Department of Transport of Lam Dong province requested the Provincial People's Committee to recommend that the Government agree with the proposal of the Ministry of Transport: "Stop investing in the Bao Loc city bypass project in the form of BT Contract". and establish new projects for the remaining items to invest with public investment capital."
While waiting for a new project to be organized, the Ministry of Transport is assigned to direct units under the Ministry to coordinate with relevant parties to manage and maintain the route; At the same time, review and allocate capital in the medium-term public investment plan of the Ministry of Transport and other legal capital sources for implementation.
Currently, along both sides of the route, many houses and production areas of people have been formed. Therefore, there is a need for people to travel on the route, causing traffic insecurity.
In addition, the authorities of Lam Dong province also requested the Ministry of Transport to soon balance capital sources, establish new projects and complete them and put them into use in the period 2024 - 2025 to soon solve emergency needs. travel equipment to serve people's lives and ensure traffic safety.
