On the morning of October 28, the People's Committee of Nam Hai Lang commune said that heavy rain in recent days has complicated the flooding situation in this commune.
At 7:30 a.m. the same day, floodwaters flooded, causing deep flooding in low-lying areas along the O Lau River in An Tho, Phu Kinh, Hoi Dien, My Chanh, Hung Nhon, and Cau Nhi villages.
In the area, nearly 400 households were flooded, 9 households were evacuated to safety.

Currently, village and hamlet roads such as Cau Ha, Van Quy, Hoi Ky, Hoi Dien, Anh Tho, Hung Nhon, Phu Kinh, Van Tri, Ha Loc, Khe Muong, Xuan Loc... are flooded with water 1 - 1.5m deep.
Due to rising water, Hai Tan Kindergarten, Primary and Secondary School, Hai Hoa have allowed students to stay home from school.
Recorded water level on the O Lau River on the morning of October 28, through Nam Hai Lang Commune, some places were only 0.26 meters below alert level III.
According to the Quang Tri Provincial Civil Defense Command, it is forecasted that from the morning of October 28 to the evening of October 29, Quang Tri will have moderate to heavy rain, warning of the risk of heavy rain in the southern area of Quang Tri province.
