Vice Chairman of Ho Chi Minh City People's Committee Nguyen Cong Vinh has just signed and issued a document directing the implementation of Conclusion No. 242-KL/TU dated December 31, 2025 of the Standing Committee of the Ho Chi Minh City Party Committee on the policy of investing in the project to build a sea crossing connecting Can Gio with Vung Tau in the form of public-private partnership (PPP), BT contract (build - transfer).
According to the direction, the Ho Chi Minh City Department of Planning and Architecture is assigned to preside over and coordinate with relevant departments, branches and units to urgently organize the implementation in accordance with the content, requirements and progress according to the conclusions of the Standing Committee of the City Party Committee.
The Department of Planning and Architecture is responsible for summarizing, advising, and proposing to the Ho Chi Minh City People's Committee for timely consideration and direction, ensuring that the project is implemented according to plan.
The Ho Chi Minh City Department of Finance is assigned to take the lead in organizing the implementation of related contents in accordance with the directing conclusions; at the same time, act as a focal point to monitor and urge departments and sectors in the implementation process.
On January 7, 2026, the Executive Committee of the Ho Chi Minh City Party Committee also agreed on the investment policy of the project, and at the same time approved the adjustment of related plans, creating a legal basis for implementation in the coming time.
According to the proposal, the Can Gio - Vung Tau sea route has a total length of more than 14 km, including about 3.1 km of tunnels, nearly 8 km of bridges and about 3 km of access roads.
The preliminary total investment is about 104,410 billion VND, including loan interest expenses.
The investor proposed to implement the project under a BT contract, self-allocating all capital sources, including site clearance costs, without using the state budget. In return, the State will pay with a land fund of equivalent value to the project.
The starting point of the project is on Bien Dong 2 road, belonging to Can Gio sea encroachment urban area; the ending point connects with the Mai Sao - Ben Dinh planned road, intersecting with 30/4 road in Vung Tau. The project is proposed to start construction in 2026, be completed and put into operation in 2029.
Recently, the Ho Chi Minh City People's Committee established an Appraisal Council for the Report on investment policy proposal for the project to build a sea crossing connecting Can Gio - Vung Tau, marking an important preparation step before submitting it to competent authorities for consideration.
After the merger, Ho Chi Minh City and the Ba Ria - Vung Tau area do not have direct road connection routes. People and businesses mainly have to travel around National Highway 51 or take the Can Gio - Vung Tau ferry, taking from 90 - 120 minutes.
When completed, the sea-crossing road will create a direct coastal connecting axis; from the center of Ho Chi Minh City to Vung Tau shortened to about more than 60 minutes, opening up a new development space for the southern area of Ho Chi Minh City.
The project is expected to promote the development of Can Gio Sea Tourism Area, Long Son Industrial Park, increase the exploitation capacity of Cai Mep - Thi Vai port cluster, and reduce the load on National Highway 51 and Road 965, creating a driving force for socio-economic growth for the entire Southeast region.
