Speech by Comrade Le Manh Hung, Secretary of the Party Committee, Acting Minister of Industry and Trade at the 14th National Congress of the Party.

Dear Presidium!

Dear Congress!

On behalf of the Party Committee of the Ministry of Industry and Trade, I would like to express my high agreement with the content of the Political Report and documents submitted by the 13th Party Central Committee to the Congress.

With the permission of the Presidium, I would like to present a paper with the theme "Developing Vietnamese industry and trade for autonomy, connectivity, modernization, green transformation, digital transformation and effective integration into global production chains and supply chains".

Dear Congress!

In the 2021 - 2025 term, our country's economy has been steadfast, overcoming storms, achieving very important and comprehensive achievements, with many outstanding bright spots as mentioned in the political report.

In the common achievements of the whole country, the Industry and Trade sector has made positive contributions with the role of a strategic pillar - one of the main driving forces promoting the country's socio-economic development towards autonomy, connectivity, modernization, green transformation, digital transformation and deep and effective international integration. Notably: (1) Industrial production has clearly recovered, achieving a fairly good growth rate (average 6.1%/year), of which the processing and manufacturing industry has an average growth rate of 6.9%/year, creating momentum, leading growth and promoting industrialization and modernization of the country. The localization rate has improved; some key industries have successfully integrated, affirming their position in the global value chain. (2) The energy sector is developing strongly, rising to the top in Southeast Asia in terms of electricity system scale; national energy security is guaranteed, basically meeting the requirements of socio-economic development and people's lives. (3) Import and export are always bright spots.

(5) International economic integration is implemented synchronously and effectively, accessing preferential export markets through 17 Free Trade Agreements (FTAs), contributing to promoting exports, attracting foreign investment, improving competitiveness and promoting the process of restructuring the economy towards modernization.

Besides the above achievements, our country's industry and trade still have some difficulties and shortcomings that need to be overcome (as pointed out in the Political Report), specifically: (i) The level of technology autonomy, added value, and labor productivity in industry is still low; the development of basic industries and source technology is still limited; the transition to "green" and "smart" production is still slow; (ii) Energy infrastructure has not kept up with the development speed of renewable energy sources; the power source structure between regions is still unbalanced, slow to develop base power sources; (iii) Export activities are not diverse, low added value, and heavily dependent on imported raw materials and the FDI sector; (iv) Trade and logistics infrastructure is not synchronized; high costs; These existing problems stem from both objective and subjective causes from the world situation and domestic factors.

Dear Congress,

Our country is entering a new era - the era of science and technology, innovation, green transformation, digital transformation and deep international integration. In that context, to continue to promote industrial and trade development, contributing to the successful and comprehensive implementation of the 14th Party Congress Resolution, making worthy contributions to the country's development in the new era, the Party Committee of the Ministry of Industry and Trade is determined to focus on effectively implementing a number of key tasks as follows:

First, to improve institutions and policies: Institutionalize the Party's guidelines on socio-economic development, promote industrialization and modernization into synchronous, feasible and effective implementation policies. Promote "double transformation" - combining green transformation associated with ensuring national energy security and digital transformation - as a strategic breakthrough, creating a favorable business investment environment, removing bottlenecks, mobilizing resources; promoting traditional growth drivers and creating new growth drivers.

Second, restructure industry and trade associated with science and technology and innovation: Innovate thinking, promote the restructuring of industry and trade in the direction of improving productivity, quality, efficiency and competitiveness (the goal is to increase the proportion of processing and manufacturing industries to 28-30%); take science - technology, innovation, digital transformation, green transformation as the main driving force. Prioritize mastering emerging industries, building a number of large domestic enterprises capable of leading key areas, with competitive advantages, as the nucleus to promote industrialization and modernization. Develop synchronously and modernly energy, industry, trade and logistics center infrastructure in a green and smart direction.

To successfully implement the key tasks set out, the Party Committee of the Ministry of Industry and Trade proposes solutions to develop the Industry and Trade sector in the coming time as follows:

First, Continue to lead and direct the completion and proposal of raising the level of major policies on national industrial and trade development in the direction of autonomy, modernity, green transformation, and digital transformation; identifying processing, manufacturing and energy industries as important material foundations of an independent and self-reliant economy.

Second, strongly innovate the thinking of building and implementing laws in the direction of development creation. Implement pilot mechanisms with control to promptly remove bottlenecks and release resources; on that basis, summarize and replicate appropriate models.

Third, Focus state resources and mobilize social resources to develop synchronously and modernly energy, industrial, logistics and commercial infrastructure; create conditions for the private sector to participate in investing and operating a number of key infrastructure stages, on the basis of ensuring security, system safety and national interests.

Fourth, Firmly aim to improve the capacity of domestic enterprises with synchronous solutions; consider this a strategic requirement to strengthen the autonomy of the economy.

Fifth, Promote international economic integration in a proactive, substantive, and effective direction; link international economic integration with improving the autonomy of the economy, while focusing on the sustainability of growth.

The Industry and Trade sector is committed to shifting thinking from "management" to "creativity", accompanying businesses, proactively unlocking resources, turning challenges from the trend of greening and digitization into breakthrough opportunities, contributing to the common development of the country.
