In the next term, besides opportunities and advantages, the four dangers that our Party has pointed out are still present, with more intense aspects, expressed in new forms; the cause of building and protecting the Fatherland is facing 04 major challenges: (i) Challenges in identifying, promptly grasping trends and movements that are timely, promptly having policies to lead the country, well resolving internal and external relations, development and security, risks and opportunities. Greater pressure of "choosing sides", "choosing lines" both in politics, foreign affairs, economy, national defense, security and technology. (ii) Timely identifying new spaces, fields, and protected objects; effectively identifying and handling security risks, new forms of security and order violations due to the rapid development of science and technology, the country's position and potential after 40 years of renovation and deploying new thinking on development. (iii) People's expectations for the country's rising development in the Era of Information Security
In that context, the Police work focuses on implementing "3 strategic goals of the Party: peace, stability; sustainable and high-quality development; improving all aspects of people's lives", with some contents as follows:
First, maintain the principle of the Party's absolute and direct leadership in all aspects of the People's Police; continue to be exemplary, leading and being one of the main forces, the core force in implementing the 14th National Congress Resolution and the Party's strategic guidelines. Strongly innovate the thinking of protecting national security from performing "public duty" to "public duty-serving duty", from "orders, obedience" to "orders, obedience and proactively proposing, building development"; strongly shift operating methods from traditional to traditional, closely combined with modernity. Not only firmly protecting national security from early and far, defending the country from when the country is not in danger, absolutely not letting the country be passive in terms of strategy, but proactively taking the lead, turning challenges into opportunities for national development, constantly consolidating security potential, increasing contributions to peace and stability in the region and in the world.
Second, maintaining the country's position in the group of leading countries in terms of security and safety in the world; building a society of order, discipline, safety, and health, for the peaceful and happy life of the people, creating a foundation for the success of development. Strengthening the protection of regime security, cultural and ideological security, economic security, network security, data security, protecting strategic cadres and elites in the scientific and technological community; fundamentally solving potential complex factors in security and order, not allowing passivity and surprises to occur. Proactively identifying and firmly protecting security in new spaces and fields; effectively fighting against new methods and tricks of crime. Striving to build 50% of communes across the country, 18 localities without drugs, towards crime-free. Continuing to promote the leading role in the national digital transformation process, creating a foundation for implementing administrative procedures without administrative boundaries, building digital trust, building a digital society, and promoting social order and safety.
Third, build a revolutionary, regular, elite, modern Police force, "Most disciplined - Most loyal - Closest to the people", taking the lead in social security work, firmly consolidating the people's heart formation. Focus on building a contingent of cadres and party members with iron discipline, strict discipline, steel bravery, proficient in professional skills, law, technology, humanity, and close to the people. Continue to effectively implement the motto "When the people need it, when the people have difficulty, there is Police". Raise the level of Police work to support vulnerable people, people in difficult circumstances, contributing to solving security and order-related issues from the root, promoting the "people's heart formation" in building and protecting the socialist Fatherland.
Fourth, creating a breakthrough in the development of self-reliant, self-reliant, self-strengthening, dual-use, modern security industry, consolidating security potential, actively contributing to the implementation of the sustainable and high-quality development goals of the country. From the practice of ensuring security and order, especially ensuring network security in the digital transformation process, state management of security and order to research, develop, and be self-reliant in technology, producing and supplying security industry products and services, both meeting the requirements of security and order protection, mastering core technology, and minimizing imports and supplying domestic markets, towards exports. The focus is on 05 product groups: safe industrial products and services, network security; large data industrial products and services serving digital transformation; technical nghiep vu products; fire prevention and fighting products; products for early detection, warning, and prevention of security and order risks.
Under the leadership of the Party, the management of the State, the coordination of departments, ministries, branches, localities, the support and assistance of the People and international friends, promoting the glorious tradition of more than 80 years of construction, combat and growth, the entire People's Police force is determined to implement "According to Uncle Ho's teachings - Innovating thinking - Improving knowledge - Regular and modern - For the Party, for the people", creating a foundation for the successful implementation of the 14th Party Congress Resolution and the Party's strategic goals.
