The Can Tho City Traffic and Agricultural Construction Investment Project Management Board said that the locality is implementing two key transport projects to complete urban infrastructure, control flooding and enhance inter-regional connectivity in the Mekong Delta region.

The National Highway 61C upgrade and expansion project has a total estimated investment of nearly VND 5,180 billion, of which the loan from the Japanese Government (JICA) accounts for about VND 3,555 billion, the rest is counterpart capital from local budgets and other legal sources.
The route is more than 37 Km long, designed according to the standards of a grade III plain road, including 4 lanes for motor vehicles and 2 lanes for rudimentary vehicles. The project passes through Vi Thanh, Vi Tan wards and Hoa Luu, Vinh Thuan Dong, Vi Thanh 1, Vi Thuy, Tan Hoa, Thanh Xuan, Nhon Ai communes.
The expected implementation time is in the period of 20252030. Currently, the Project Management Board is organizing the selection of a consulting contractor to survey and prepare a pre-feasibility study report. It is expected that in November 2025, the results of contractor selection will be approved, and a consulting contract will be signed to conduct the survey. At the end of 2025, the unit will advise the City People's Committee to submit to the City People's Council to issue a Resolution approving the project investment policy.
At the same time, Can Tho City is also promoting the implementation of the Mekong Delta Traffic Network Development Project to adapt to climate change. This project consists of two components: Component 1: Upgrading and expanding more than 10 Km of National Highway 61C through the old Can Tho area; Component 2: Construction of about 25.5 km of road connecting Can Tho City with An Giang province (formerly the old Kien Giang).

The Project Management Board is reviewing and approving the contractor selection plan for the pre-feasibility study report preparation phase. It is expected that in September 2025, the contractor selection process will be completed; in October 2025, the results will be approved and a survey consulting contract will be signed. The goal is that by the end of 2025, the project will be submitted to the competent authority for consideration and approval of the pre-feasibility study report.
Both projects aim to synchronously develop transport infrastructure, connect within and between regions, and combine with solutions to adapt to climate change and control urban flooding - an increasingly serious problem in Can Tho City.
Previously, the working delegation of the Japan International Cooperation Agency (JICA) had a working session with the People's Committee of Can Tho City to agree on the implementation orientation of the two projects. The investment proposal for both was approved by the Prime Minister on June 20-2025, creating an important premise for the locality to promote the next steps.
