On the morning of September 28, in response to the complicated developments of storm No. 10, the Standing Committee of the Thanh Vinh Ward Party Committee (Nghe An) held an urgent meeting to deploy response measures and evacuation plans to ensure safety for the people. The meeting was chaired by Mr. Nguyen Van Lu - Party Committee Secretary, Chairman of the Ward People's Council.

At the meeting, after listening to a quick report on the storm situation and reviewing high-risk areas such as apartment buildings C2, C3, C4, C5, C6 block 7; apartment building D2 block 10 and easily flooded roads, the Standing Committee of the Party Committee agreed on a plan to evacuate people to safe places including: Lam Giang Hotel, Block 10 Cultural House, Ward People's Committee Hall and community centers.
The Standing Committee of the Party Committee requested residential groups, apartment management boards, and socio-political organizations to promptly notify each household, and at the same time promptly support the elderly and children during the evacuation process. The Ward Steering Committee for Natural Disaster Prevention and Search and Rescue is assigned to regularly report on the situation and be on duty 24/24 hours.
Immediately after the meeting, the entire local political system urgently deployed the evacuation plan according to plan, with the goal of ensuring absolute safety for the people, determined not to cause any human casualties due to storm No. 10.
Currently, Vinh City (old), Nghe An Province is experiencing heavy rain, many streets are heavily flooded.
The above apartment buildings have been around for about 50 years and are now seriously degraded, which is very dangerous when there are natural disasters. Resettlement work is facing many difficulties and obstacles, so every time a storm comes, the local government has to organize the evacuation of people very difficultly.
