On March 1, 2025, together with the police force nationwide, Hoa Binh Provincial Police officially dissolved the district police units and received 4 more tasks from the Departments and branches.
Accordingly, the police force of the mountainous province of Hoa Binh received the handover of state management tasks for drug rehabilitation and post-drug rehabilitation management from the Department of Home Affairs; received the transfer of state management tasks for criminal records and public services for issuing criminal records from the Department of Justice; received the transfer of tasks for training, testing, and issuing road motor vehicle driving licenses from the Department of Construction; received the transfer of state management tasks for safety and network information security from the Department of Science and Technology.
On the first day of taking up the new assignment, according to Lao Dong reporters, even though it was a day off, the Traffic Police Department (CSGT), Hoa Binh Provincial Police still mobilized 5 officers and soldiers to duty at the citizen reception point to support people in issuing, exchanging and reissuing driving licenses.

This is the first day the police force has officially received this important task, marking a transitional step in the management of traffic order and order.
Senior Lieutenant Pham Van Duy - officer of the Traffic Police Department, Hoa Binh Provincial Police shared: "Today is the 7th and the first day the Traffic Police force has carried out the task of issuing new and issuing new driving licenses to people in the province, so there are not too many people coming here. However, we are always ready to serve the people, even on holidays".
In the afternoon of the same day, the working group received and completed the issuance and renewal of a Class C driving license to Mr. Nguyen Thanh H., residing in Chi Ne, Lac Thuy district, Hoa Binh province.
It is known that today (March 1, 2025) is the last day of Mr. H.'s driving license to take effect.
Sharing about his experience on the first day of deploying the service, Mr. Nguyen Thanh H. said: "At first, I was quite worried because my driving license was about to expire, but when I arrived at the citizen reception point, I received enthusiastic guidance from the traffic police officers. The procedures were carried out quickly, not as cumbersome as I had thought. I am very grateful that even on holidays, they still work to help people".

Talking with reporters, the leader of the Traffic Police Department, Hoa Binh Provincial Police said that although the time to prepare for the transfer is not long, the preparation of human resources, facilities, and equipment is ready.
The Provincial Police have also organized training on testing and granting driving licenses to the Traffic Police force. At the same time, he affirmed that he will focus highly on synchronously implementing measures and solutions to improve the effectiveness of road vehicle testing and licensing.

"In the coming time, the Traffic Police Department of Hoa Binh Provincial Police will continue to maintain and improve the effectiveness of issuing, exchanging and reissuing driving licenses, ensuring the fastest, most transparent and convenient service to the people" - the leader shared.
The police force also informed that in addition to going to the citizen reception location to carry out administrative procedures related to granting and exchanging driving licenses, people can do the entire process on the network environment to save time and effort in traveling.
