After more than 3 months of implementing the 2-level local government model, localities in Gia Lai province have made efforts to overcome difficulties, effectively operate the apparatus, and promptly resolve administrative records for people and businesses.
Notably, 5 localities including Ia Rsai commune, De Gi commune, An Nhon Tay ward, Quy Nhon Nam ward and Hoai Nhon Tay ward have "greened" all 4 blocks (Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee at the commune level) in the political system.
However, some communes and wards still exist, limiting, affecting the overall results of the province. Specifically, the Party Committee has 31 localities with Green status, 103 Gold and 1 Red alert; the People's Council has 20 Green, 78 Gold, 37 Red; the People's Committee has 52 Green, 83 Gold; the Vietnam Fatherland Front has 41 Green, 91 Gold and 3 Red.
Common limitations include not yet issuing full documents guiding the implementation of tasks, lack of specialized IT staff; weak digital skills of Party members and People's Council delegates, making online records processing ineffective; problems in implementing the software for managing cadres, civil servants, and public employees (CBCCVC) of the Party bloc; many village and neighborhood Party cells are not equipped with computers...
The main reason is the lack of initiative in organizing implementation, assigning tasks unclearly, and slow direction in handling problems. Some leaders are not in-depth, there is still a situation of "white collar" for subordinates, lack of inspection and urging, leading to reports on the monitoring system not being close to reality.
In that situation, Vice Chairman of Gia Lai Provincial People's Committee Lam Hai Giang requested all commune-level civil servants and public employees to thoroughly grasp and strictly implement Resolution No. 57-NQ/TW, Plan No. 02-KH/BCDTW on the development of science, technology, innovation and digital transformation, considering this a key task, a breakthrough in socio-economic development.
It is necessary to innovate thinking, organization and implementation methods in the direction of being close to the people, close to reality, and strengthening inspection and urging during the implementation process. Urgently review and issue solutions to comprehensively overcome shortcomings and limitations, resolutely review and handle responsibilities for organizations and individuals who do not complete their tasks.
The heads of Party Committees, People's Councils, People's Committees, and Fatherland Front Committees at all levels of communes must directly lead, direct, and review the content before reporting on the Information System to monitor and evaluate the implementation of Resolution No. 57-NQ/TW.
For 17 communes and wards that do not have personnel specializing in information technology and digital transformation, the province urgently requires the arrangement of appropriate human resources, completing procurement, upgrading facilities and equipment from support funding sources.
"Request to end the situation of one-stop-shop service providers being late in receiving or requesting to revise records after 8 working hours from the date the organization or individual submits the records; The Chairman of the People's Committee of the commune or ward is responsible if it is allowed to happen again.
Localities must review, classify and completely resolve outstanding land records, especially records received before July 1. The eligible documents must be completed in November 2025; the documents are not eligible to be returned, stating the reasons and instructions for additional procedures," Mr. Giang directed.
