On January 20, the Office of Gia Lai Provincial People's Committee said that it has proposed to the Chairman of the Provincial People's Committee to direct departments, agencies, branches and localities to implement solutions to reduce the burden of administrative procedures (TTHC) for businesses.
Accordingly, it is proposed that agencies, units and localities proactively propose to reduce and simplify the process of settlement, dossier composition, and implementation time; optimize the TTHC process in a scientific and reasonable direction; promptly remove unnecessary intermediate stages and levels, causing compliance costs for businesses.
Overcome the situation of "electronic sales" (submitting dossiers online but still having to submit paper copies) for online public services in a comprehensive direction, ensuring that the receipt, processing and return of results are carried out completely on the electronic environment.
Continue to affirm the position, leading role, and exemplary responsibility of the head in leading, directing, operating, and organizing the implementation of administrative procedure reform at agencies, units, and localities.
The Office of the Provincial People's Committee is responsible for strengthening inspection and supervision, detecting and handling negative acts of harassment in resolving administrative procedures. From there, propose competent authorities to handle cases of officials, civil servants, and public employees avoiding, shirking, being irresponsible, bureaucratic, harassing, and causing trouble in resolving administrative procedures for individuals and organizations.
In the context of operating the 2-level local government model, Gia Lai province affirms its determination to build a service administration, creating a favorable, transparent and long-term stable investment environment for businesses.
The highlight is that the province conducted 100% review of administrative procedures, reducing more than 55% of the resolution time, exceeding 25% compared to the Government's target and is one of the outstanding results nationwide.
The processing time for procedures related to investment - construction - environment - fire prevention and fighting has been sharply shortened. Specifically, all procedures for project implementation outside economic zones and industrial parks have been reduced from 242 days to 60 days; the time for issuing business registration certificates has been reduced from 3 days to 3 hours.
The province also promotes decentralization, authorization, and delegation of power associated with responsibility; promulgates policies to exempt and reduce fees and charges to encourage people and businesses to use online public services; restructures the land-tax interconnection process, sharply reduces the number of trips; simplifies procedures based on databases to move towards digital administration.
Currently, Gia Lai provides 1,088 full-service online public services and 1,122 partial public services. The rate of online applications reached 95.2%, of which 97.6% of applications were resolved on time. The index for serving people and businesses reached 96.63 points, ranking 2nd out of 34 provinces and cities, in the excellent group nationwide.
