On July 21, Chairman of Gia Lai Provincial People's Committee Pham Anh Tuan issued instructions on receiving and handling administrative procedures at the Provincial and Commune Public Administration Service Centers.
Mr. Tuan requested the Provincial People's Committee Office and the Commune People's Committee to urgently inspect and review, absolutely not to let the situation of " document brokerage" occur at the Provincial and Commune Public Administration Service Centers, especially in handling administrative procedures related to the land sector.

Civil servants and public employees working at administrative centers are not required to have an electronic identification account (VNeID) immediately when submitting documents directly.
For cases that do not have VNeID, the dossier receiving agency is responsible for supporting the creation of electronic records on the VNPT iGate system, using personal and organizational identification codes for implementation.
"Strictly handle cases of cadres and civil servants who cause trouble, harassment, arbitrarily request additional documents outside of regulations or force citizens to commit to confirming the coincidence of information about the new administrative area with the old issued documents," Mr. Tuan directed.
Commune-level People's Committees must proactively implement solutions to improve the quality of reception and handling of administrative procedures in the locality such as: balancing and arranging enough appropriate personnel; adding facilities and equipment; expanding reception points for documents to serve people more conveniently.
The Provincial People's Committee Office urgently completes the "ad administrative boundary" model in receiving and returning administrative procedure results, prioritizing the application of essential procedures with a large number of arising records such as land, household registration, etc. Completion deadline is August 2025.
The Chairman of the Provincial People's Committee also assigned the Provincial Police to be a coordinating unit between the commune-level government and telecommunications enterprises (VNPT, Viettel) in the area to review and implement policies to support people in remote areas, ethnic minority areas to be equipped with smartphones and use free internet to install and use VNeID accounts.
Direct the commune-level police to coordinate with local youth union members to guide and support people to install and use electronic identification accounts when handling procedures at the commune-level Public Administration Service Center.
