The beneficiaries include fishing boat owners and members of the same household living together, with permanent residence in the province, and confirmed by the People's Committee at the commune level to have fishing boats that are not qualified for exploitation.
The support level is calculated according to the average local rice price, in which the ward is 14,719 VND/kg, the commune is 14,188 VND/kg. The monetary support level is equivalent to 30 kg of rice/person/month. Fishing boat owners are supported with 3 million VND/household/month. The support period is 2 months (September and October 2025).
Fishing boat owners submit a set of documents to the People's Committee of the commune where they have registered their permanent residence, including: application for financial support for stabilizing their lives with a commitment not to continue participating in seafood exploitation (confirmed by the People's Committee of the commune or ward); certified copy of the Fishing boat registration certificate; certified copy of the citizen identification card of the boat owner; confirmation of residence information.
