After a period of urgent implementation, Gia Lai province has basically completed the goals and requirements in arranging and reorganizing villages and residential groups in the area.
Before the arrangement, the whole province had 2,693 villages and residential groups, including 2,041 villages and 652 residential groups. In the 2026-2030 period, the province has 1,751 villages in ethnic minority and mountainous areas, of which 608 villages are particularly difficult.
In the total number of villages and residential groups currently in place, only 995 villages and residential groups meet the standards for household size, accounting for 36.95%; the remaining 1,698 units have not met, accounting for 63.05%.
Through taking people's opinions, voters for the Project on arranging and reorganizing villages and residential groups received very high consensus from officials, party members and people. Many localities recorded 100% of voters agreeing; most localities achieved a rate of over 90%.
After arrangement, the whole province still has 1,400 villages and residential groups, a decrease of 1,293 units, equivalent to 48.01%. Of which, 1,262 villages and residential groups meet the standards for the scale of households, accounting for 90.14%; and 138 units have not yet met, accounting for 9.86%.
By May 2026, Gia Lai still has 1,666 non-specialized workers (HĐKCT) at the commune level. To create conditions for grassroots cadres with capacity and experience to continue working, the province has tested and received 175 HĐKCT people at the commune level into civil servants. Localities also signed working contracts with 224 people and arranged 271 HĐKCT people to work in villages and residential groups.
Up to now, the province has completed the payment of regimes and policies to voters at the commune level. For voters in villages and residential groups, the Provincial People's Committee has assigned the Department of Home Affairs to guide localities to review and prepare dossiers to resolve regimes and policies according to regulations.
According to Mr. Nguyen Tuan Thanh - Standing Vice Chairman of Gia Lai Provincial People's Committee, the arrangement process is carried out to ensure democracy, publicity, transparency, promote the people's right to mastery; maintain political stability, social order and safety and not interrupt state management activities at the grassroots level.
Reducing the number of village and residential group focal points contributes to significantly reducing the number of voters, saving budget; creating conditions to focus resources on investing in facilities, cultural institutions and community service works, improving the quality of voters' councils at the grassroots level.
However, the arrangement still faces many difficulties because Gia Lai has a large area, with 7 border communes, 1 island commune, terrain with many hills and mountains, rivers and streams, traffic infrastructure is not synchronized, the proportion of ethnic minorities is high and customs and habits between regions are still very different.
After arrangement, the whole province still has 138 villages and residential groups that have not met the standards for the scale of households. Of which, 62 units have been arranged but still do not meet the standards and 76 units have not met due to specific factors.
In addition, the arrangement directly affects the HĐKCT team in villages and residential groups. There are currently no regulations on support policies for cases of resignation.
Gia Lai province proposed that the Ministry of Home Affairs study and advise the Government to issue mechanisms and policies to support people with HĐKCT in villages and residential groups and people directly participating in activities at the grassroots level who have to quit their jobs due to arrangement, surplus or not meeting standards. At the same time, it is proposed to guide the framework for training and fostering the HĐKCT team to meet the requirements of tasks after arrangement.
