On November 30, Mr. Lam Hai Giang - Vice Chairman of Gia Lai Provincial People's Committee - requested relevant departments and branches to promptly organize the implementation of computer procurement for educational institutions in need from the funding source of the program " Waves and computers for children".

The province requires the Department of Education and Training to urgently coordinate with the People's Committees of communes and wards to review the need to add tablets or handheld computers and auxiliary equipment to the IT rooms of affiliated educational institutions according to prescribed standards and norms;

Gia Lai prioritizes support for educational institutions in particularly disadvantaged communes, remote areas, and ethnic minority areas.

Units must closely coordinate with the Department of Education and Training in implementing equipment procurement procedures, ensuring publicity, transparency, and compliance with procedures and regulations of law.

This is a key, important and practical task to ensure learning conditions and improve digital skills for students.

In November 2025, the Government issued Resolution No. 356/NQ-CP on adjusting the method of managing and using equipment of the " Waves and computers for children" Program.

Accordingly, the Government approved the change of tablet procurement to ban or laptop from the funded but not yet completed procurement, along with savings from the bidding of some localities for the " Waves and computers for children" Program.

The Resolution has resolved difficulties and problems caused by previous documents of ministries and branches guiding the use of sponsored capital.

As reported by Lao Dong Newspaper, in September 2021, when the COVID-19 epidemic became complicated, with the spirit of "temporarily stopping going to school but not stopping studying", an online learning plan was proposed to respond to the epidemic. The Prime Minister launched the program " Waves and computers for children" to support poor students to study online.

In March 2022, the Department of Education and Training of Gia Lai (old) received 36.3 billion VND from contributions and calls from sponsors (VietinBank and Asia Commercial Joint Stock Bank - ACB). However, up to now, the " Waves and computers for children" program in Gia Lai has not been implemented, poor students still do not have learning equipment.

The reason is that procedures and guiding documents cause difficulties, causing implementation delays; the funding amount is still "standing still" in the state treasury.

The Ministry's instructions to buy tablets often have weak configurations, which are considered ineffective, especially in remote areas of Gia Lai province, where mobile networks are still unstable.

The Gia Lai Department of Education and Training has proposed to sponsor VietinBank and the Central Government to allow the use of funding to buy laptops and auxiliary devices, to help students connect to study online more effectively; at the same time, the device can be used for a long time and is easier to preserve than tablets.

However, due to the ministries' guidance and overlapping and ineffective criteria, the implementation has been delayed for a long time.

It will not be until Resolution No. 356/NQ-CP (issued in November 2025) is issued that provinces and cities will have a legal basis to conduct purchases.
