On September 16, Gia Lai Provincial People's Committee said that it had reported to the Ministry of Home Affairs the results of reviewing and overcoming the contents as requested by the State Auditor General (SAV) related to the settlement of regimes and policies according to Decree 178.
Previously, SAV concluded that in Gia Lai, there were 3 cases under the Department of Agriculture and Environment holding leadership and management positions in units affected by the arrangement of the organizational structure, who were dismissed due to failure to meet task requirements. However, according to SAV, the assessment results are not in the case of immediate resolution.
KTNN found that the number of civil servants and public employees (CCVC) leading and managing at the same level is not higher than regulations, which is not consistent with the guidance of the Ministry of Home Affairs and does not ensure sufficient time to assess CCVC not meeting the task requirements after arrangement, because from the time the 2-level local government model went into operation (July 1, 2025) to the time of consideration and decision to resign, it was only 2 months (in July and August 2025).
3 cases at the Department of Agriculture and Environment include Mr. Huynh Phuc Nguyen - Head of the Land Sub-Department; Mr. Nguyen Dinh Nhan - Acting Head of the Administration - General Department, Sub-Department of Livestock and Veterinary Medicine; Ms. Huynh Thi Ngoc An - Head of the Planning - Finance Department, Land Registration Office.
Through review, Gia Lai Provincial People's Committee identified the above 3 cases as subjects directly affected by the arrangement, meeting the conditions to enjoy policies and regimes according to the provisions of Decree 178.
In addition to the above content, SAV concluded that in Gia Lai there are 5 cases of being dismissed and enjoying benefits according to Decree 178 that are not in accordance with regulations: "Civil servants holding leadership and management positions in units directly affected by arrangement but the number of leading and managing civil servants is not higher than regulations".
Among these 5 cases, 3 cases belong to the Department of Agriculture and Environment, 1 case belongs to the Department of Health, and 1 case belongs to the Department of Education and Training.
Through inspection, Gia Lai Provincial People's Committee determined that the 5 cases mentioned above are all subjects directly affected by the arrangement, eligible to enjoy policies and regimes according to Decree 178, in accordance with the guidance content of the Ministry of Home Affairs.
Another content, SAV concluded that in Gia Lai there are 3 cases approved for retirement according to regulations that are not in accordance with regulations for the case: "Early retirement for subjects working in areas with particularly difficult socio-economic conditions but have not reviewed the number of years of working in this area to be eligible for retirement".
Through review, Gia Lai province determined that the 3 cases mentioned above have been inspected and reviewed and are eligible to resolve policies and early retirement regimes according to the provisions of Decree 178.
From the review results, Gia Lai Provincial People's Committee proposed that the Ministry of Home Affairs consider and unify the settlement of policies and regimes for the above cases according to the provisions of Decree 178.
Gia Lai Provincial People's Committee said that it has directed the Department of Home Affairs to coordinate with the Department of Finance and agencies, units, and localities to organize inspections and comprehensive reviews of the settlement of regimes and policies for officials and civil servants according to the provisions of Decree 178 in the province.
