According to Mr. Son, with such a shortage of civil servants, to ensure the settlement of administrative procedures for people, the locality has proactively mobilized to increase the Public Administration Service Center. However, in the coming time, when implementing some large projects through the area, such as the High-speed Railway project with a large workload, it will be difficult due to lack of people. "We have also asked the province to mobilize and add more people. Currently, the Department of Home Affairs is synthesizing, and it will probably be supplemented in the near future" - Mr. Son shared.
A leader of Huong Khe Commune People's Committee also informed that there is currently a shortage of commune-level civil servants in this commune. This is difficult, affecting local operations. Therefore, the locality hopes that the province will soon mobilize and add more cadres and civil servants to Huong Khe commune to facilitate the operation and handle procedures for people in a timely manner.
According to the report of the Department of Home Affairs of Ha Tinh province, based on current regulations, Ha Tinh province has been allocated 2,554 commune-level positions, but currently the number of positions in the whole province is 2,697 civil servants/69 communes and wards; there is a surplus of 243 positions.
The whole province only has 7 communes with standard staffing numbers according to regulations. The remaining 41 communes and wards have redundant staff; 21 communes have less staff compared to the norm.
The communes and wards with the most surplus are Nghi Xuan commune with 19 people; Song Tri ward with 18 people; Duc Quang commune with 17 people; Nam Hong ward and Tien Dien commune with 14 people; Duc Dong commune with 13 people; Vu Quang commune with 11 people; Hai Ninh ward with 10 people. Of the 21 communes lacking cadres, the most in Thien Cam, Son Kim 1 and Can Loc communes are all short of 8 people compared to the payroll. Cam Hung, Son Hong, Son Kim 2 and Huong Khe communes are all short of 7 people.
In addition to shortcomings in surplus and shortage, the quality of the civil service team is not uniform; many wards and communes still lack civil servants with professional expertise to undertake the work.
The information technology industry has 48 communes that do not have civil servants to arrange; The environmental resources and land management industry has 19 communes that do not have civil servants to arrange; The accounting industry has 11 communes that do not have civil servants to arrange; The construction industry has 33 communes that do not have civil servants to arrange; The pedagogical or educational management industry has 22 communes that do not have civil servants to arrange.
There will be a transition from excess to lack
Faced with the shortage of redundant cadres and civil servants among commune-level localities, the People's Committee of Ha Tinh province has directed 14 communes and wards with over 10 people to proactively review and make a list of redundant cadres and civil servants to transfer to communes and wards with a shortage of payroll.
Localities with a shortage of civil servants will prioritize the arrangement of people who were former civil servants of the People's Committee at the old commune level, with appropriate expertise and experience, to the missing positions.
During the period of not being recruited enough, it is possible to contract part-time workers to provide professional support if they are qualified enough. The remaining localities proactively rearrange and reassign between departments and centers, suitable for the capacity and strengths of cadres.
The Department of Home Affairs of Ha Tinh province has proposed reviewing and transferring redundant civil servants or civil servants with specific majors such as land management, construction, education management, etc. from the Party bloc and the Fatherland Front to the government sector to strengthen the task of State management for the government sector.
