Disbursement rate is very low
In 2026, the Project Management Board for Investment in Construction of Transport and Agriculture Works, Rural Development of Dak Lak province (Board A) was assigned to represent the investor, implementing 22 projects in the province.
In which, there are 12 transportation projects and 10 agricultural and rural development projects with a total capital allocated to March 2026 of more than 3,700 billion VND.
However, to date, the investor has only disbursed more than 100.36 billion VND, reaching about 3.16% of the plan. The capital source in 2025 extended to 2026 with more than 782 billion VND has not yet been disbursed.

Some projects invested by Board A are being implemented in 2026, including: Traffic road from Ea Ho to Tam Giang; project to stabilize free migrants in Ea Rot village (Cu Pui commune); inter-district road Krong Nang - Ea H'Leo; pumping station system and Dur Kmal irrigation works (Dur Kmal commune); construction of Cay Sung bridge (Km78+400), Trang bridge...
According to a representative of Board A, the disbursement progress is slow because the capital source for 2026 has just been allocated and is continuing to be supplemented. The capital source extending from 2025 will also only be allocated at the end of February 2026, so the unit is completing procedures for disbursement.
In addition, in January 2026, the unit focused on disbursing capital for 2025; along with the extended holiday in the first quarter, the progress of capital disbursement in 2026 has not reached expectations. Board A said it will overcome this situation in the second quarter.

Do as far as possible, finalize as far as possible.
Mr. Dang Tho Dan - Head of the Traffic Project Management Department (Department A) said that in the first half of 2026, the unit will focus on completing the Khanh Hoa - Buon Ma Thuot expressway project (section passing through the locality), and at the same time open the route and put into use the eastern bypass of Buon Ma Thuot.
After that, the unit will continue to arrange personnel to implement the remaining projects in 2026. This is an important task with a large workload, requiring the unit to proactively coordinate with local authorities to ensure progress, contributing to the implementation of the province's socio-economic growth goals.
According to Mr. Tran Tien Dong - Director of Board A, immediately after the Lunar New Year holiday, the unit reviewed each project and developed detailed plans according to each time milestone to speed up construction progress.
For large projects with high allocated capital, the Board strengthens coordination with departments, branches and localities to remove obstacles in compensation, resettlement support and site handover to contractors. At the same time, request contractors to focus manpower, equipment, and organize multi-pronged construction to ensure progress.
After completing transitional projects from 2025, the Board will continue to strengthen on-site inspections, urge contractors and closely coordinate with localities to promptly handle arising difficulties.
According to leaders of Board A, accelerating the progress of transport and irrigation projects not only contributes to ensuring the disbursement of public investment capital but also to completing the infrastructure system, promoting sustainable socio-economic development of the province, towards the goal of double-digit growth in the year.
