On January 10, according to Lao Dong's source, the Provincial People's Committee has just issued an official dispatch requesting investors and Commune and Ward People's Committees to focus on accelerating the disbursement progress of the 2025 public investment capital plan, and at the same time urgently prepare for the 2026-2030 and 2026 public investment plan.
According to the direction, units must strictly implement the regulations of the Central Government and the province on disbursement of public investment capital, promote the role and responsibility of heads in organizing implementation.
The disbursement results are the basis for assessing the level of task completion of each agency, unit, and locality.
For projects that have not achieved targets, the Provincial People's Committee requests urgent review and completion of acceptance and payment dossiers for completed items, focusing on organizing construction and final disbursement of the capital plan for 2025, not allowing it to be prolonged to the following year.
The Provincial People's Committee emphasized not to prolong the time for allocating capital, implementation time and disbursement for slow-progress projects due to site clearance problems or subjective reasons.
The head of the agency or unit is responsible to the Provincial People's Committee if the assigned disbursement target is not completed.
Investors are required to proactively inspect and promptly handle difficulties and obstacles arising at construction sites and projects; in case of exceeding authority, they must report to competent authorities for consideration and resolution, to avoid prolonged congestion.
For key projects, the Provincial People's Committee assigns project management boards and specialized agencies to urge contractors to work overtime and supplement manpower and construction equipment to accelerate the progress of large-scale projects.
People's Committees of communes and wards must organize the implementation and disbursement of tasks and projects within their management scope, ensuring the completion of disbursement targets in 2025; and at the same time focus on site clearance, promptly resolving petitions and complaints from people.
In parallel with the disbursement task for 2025, the Provincial People's Committee requests localities and investors to urgently prepare public investment dossiers for the period 2026-2030 and 2026, ensuring readiness for implementation as soon as the plan is approved.
