39.4% of planned capital is disbursed
The People's Committee of Vinh Long province has just issued Report No. 519/BC-UBND to the Provincial People's Council, updating the implementation of the public investment capital plan for 2025, as of November 14.
The total public investment capital plan this year is VND 19,730.461 billion, but by November 14, the total disbursed capital had only reached VND 7,762.982 billion, equivalent to 39.4% of the plan.
Of which, provincial budget capital reached 42.9%, central budget capital reached 33.6%, and ODA capital was very low, only reaching 9.5%, reflecting many difficulties in implementing foreign capital projects.
Additional resources from lottery in previous years and beyond 2024 have only been disbursed by 12.7%, showing that a part of the planned capital has not been used effectively and is still at stake.

On the contrary, some capital sources have reached a disbursement rate of 100%, including land use fee balance, lottery balance in previous years, land use balance in 2022 and provincial budget balance.
Although the Provincial People's Committee has promptly assigned detailed capital plans and created favorable conditions for investors to implement the project, the disbursement progress is still slow compared to the requirements and compared to the general progress of the whole country.
With this result, Vinh Long province clearly identified the need to focus on handling limitations in investment procedures, site clearance and project implementation progress to achieve the assigned capital target.
Determined to achieve 95% of disbursement capital
Mr. Dang Van Chinh, Vice Chairman of Vinh Long Provincial People's Committee, pointed out advantages and difficulties and proposed drastic instructions to speed up the progress of public investment in the last months of 2025.
According to Mr. Chinh, the Provincial Party Committee, People's Council and People's Committee of the province have directed strongly, regularly inspected and promptly resolved difficulties and problems arising during the project implementation.
The inspection and appraisal sectors have done a good job of designing, constructing and selecting contractors, contributing to creating favorable conditions for projects to soon be implemented on schedule.
In addition, there are still many difficulties, such as a large workload after the arrangement of administrative units; site clearance work is affected by confusion at the commune level.

Some ODA projects are facing difficulties due to strict requirements from sponsors; some units are slow in directing procedures, project management is not strict, the role of the leader is not really decisive.
The province has clearly identified key tasks, thoroughly handling limitations in sand resources, planning, site clearance and resettlement support, to ensure the progress of public investment projects is still slow.
Mr. Dang Van Chinh emphasized the handling of contractors and consultants for slow implementation, criticized and reviewed the leaders of units that did not complete the capital plan, and at the same time, Vinh Long committed to striving to disburse 95% or more in 2025.
