Need more support mechanisms for charging station development
The Ministry of Industry and Trade has developed three options for the retail electricity price structure applicable to electric vehicle charging stations and poles. Accordingly, option 1 applies the electricity price for electric vehicle charging purposes at the business price (according to EVN's opinion). This option may have a negative impact on the electric vehicle development policy by increasing the cost of charging electricity, and at the same time does not accurately reflect the cost of electric vehicle charging station and pole customers causing to the power system.
Option 2: Apply electricity prices to the group of customers of electric vehicle charging stations and poles according to the new retail electricity price structure in the Appendix of the Draft Decision. The retail electricity price structure for electric vehicle charging stations and poles is built on the basis of electricity prices reflecting the electricity production costs that electric vehicle charging stations/poles cause to the power system.
Option 3: Apply electricity prices for electric vehicle charging purposes according to production costs. This is an opinion that has received consensus from the Ministry of Transport. This option can have a positive impact on electric vehicle development policies by helping to reduce charging costs.
Speaking to Lao Dong, Associate Professor Dr. Dinh Trong Thinh expressed his support for the plan to apply electricity production prices to electric vehicle charging stations. According to him, this plan will bring positive impacts, encouraging people to use electric vehicles more thanks to low costs, while supporting electric car manufacturing enterprises, contributing to promoting the transition to a green economy.
“In the coming time, the State can study and develop a separate electricity price list, giving priority to charging stations with prices lower than the electricity production price. This will further promote the use of electric vehicles and contribute to realizing the Net Zero goal by 2050,” Associate Professor, Dr. Dinh Trong Thinh assessed.
Encourage people to use electric vehicles, aiming to reduce emissions
According to experts, applying the price of electricity produced at charging stations will reduce the operating costs of electric vehicles, thereby encouraging more consumers to switch from fossil fuel vehicles to electric vehicles. When costs are lower, electric vehicles will become an attractive option, not only helping to reduce pollution but also promoting the development of renewable energy, including solar and wind power.
Mr. Nguyen Van Long, a resident of Cau Giay District (Hanoi), shared: “Charging costs are an important factor. If charging costs are reduced by applying electricity production prices, I think people will feel more secure using electric vehicles. This also creates motivation for families to consider switching vehicles.”
Ms. Pham Thanh Mai, an office worker in Ba Dinh District (Hanoi), also expressed: “I really want to buy an electric car. If the electricity price decreases and more charging stations are built, I believe that more people like me will be willing to invest in this vehicle.”
Speaking to Lao Dong, Associate Professor Dr. Nguyen Thuong Lang - an economic expert, said that applying electricity production prices to electric vehicle charging stations will make charging services more accessible thanks to reasonable costs. From there, it will promote the transition to electric vehicles, contributing to reducing greenhouse gas emissions, moving towards the Net Zero goal.
In addition, Mr. Lang said that as electric vehicles become more popular, the demand for clean energy such as solar and wind power will increase, promoting investment in renewable energy and reducing CO2 emissions. A reasonable charging price policy will also encourage businesses to expand their charging station network, thereby creating a denser and more convenient charging station system for users.
