Confusion due to changes in administrative boundaries not only causes orders to be delivered incorrectly but also increases the cost for delivery staff.
Mr. Hung, a Garment delivery employee (GHTK) in To Hieu ward, shared: "A order in To Hieu ward recorded the house number correctly, the group was correct, but it belonged to the old Quyet Tam ward. delivered to the above address, the recipient did not confirm. We had to check again and move to another warehouse near the old ward to deliver to customers."
Similarly, Mr. Phung Trung Hieu, a traffic police employee in Yen Chau commune, said: "I received an application to record the address of Yen Chau commune, but in reality, the customer lives in Chai village, the old Chieng Dong commune, nearly 20km from the warehouse. The application only received 10,000 VND in fees, but it must still be handed over because of responsibility".

In Son La city, Ms. Ha Thu Huong (owner of an online clothing store) said that to avoid confusion, she still asks customers to record the address with both the old and new administrative names. "Many orders with new addresses will be difficult to deliver because the shipper is not familiar with the route," Ms. Huong said.
From July 1, Son La province will merge administrative units, reducing the number of communes/wards to 75 units (including 8 wards, 67 communes). A series of commune and residential group names have been changed and merged, leading to adjustments to regional codes and administrative boundaries.
Faced with this reality, many delivery businesses such as Viettel Post, GHTK, J&T Express... have proactively handled the situation by maintaining a dual address system.
Mr. Tran Manh Duy (In charge of Viettel Post To Hieu Branch) said: "Our software system allows choosing both old and new names, minimizing errors when customers create online orders".

Mr. Phung The Hung (Director of Son La Post Office) said: "We have synchronized the address data system, allowing customers to use both old and new addresses. The operation at post offices, communes and wards is not affected".
According to Mr. Hung, in the first phase, employees are arranged to provide additional support in transition areas to minimize the incident of misading.
