Land clearance for Ninh Binh - Hai Phong Expressway faces difficulties

Ninh Binh - Site clearance work for the Ninh Binh - Hai Phong Expressway Project, the section passing through Ninh Binh province, is facing difficulties.

According to the representative of the Ninh Binh Provincial Traffic Construction Investment Project Management Board (investor), the Ninh Binh - Hai Phong Expressway Construction Investment Project, the section passing through Ninh Binh Province (hereinafter referred to as the project) has a total land use demand of nearly 200 hectares, of which, the national highway surface is 0.16 hectares; the provincial road surface is 1.6 hectares; the district and commune roads are 2.6 hectares; the land in the hamlet is 2.1 hectares; the rice land is 14.4 hectares; the aquaculture land is 6.1 hectares and the cemetery land is 1.7 hectares.

The project passes through Yen Khanh and Yen Mo districts (Ninh Binh). According to the plan, the project will start construction in 2024. However, due to difficulties and obstacles in site clearance for the project, Ninh Binh province is directing localities to coordinate with investors and related units to speed up site clearance to start construction in the first quarter of 2025.

Mr. Pham Minh Duc - Head of Economic - Infrastructure Department of Yen Khanh district said that the project passes through 6 communes of Yen Khanh district with 1,657 organizations, individuals and households affected.

Up to now, the District Land Clearance Council has conducted a census of nearly 200 organizations, individuals, and households affected by land acquisition.

According to Mr. Duc, currently the site clearance work in the district is facing many difficulties. In fact, many land users whose land was recovered for the project have passed away, resulting in the inheritance of land use rights, so there must be a family meeting record and a document on the division of inherited assets. Meanwhile, many families have heirs but are not present in the locality, leading to difficulties in completing legal procedures.

In addition, many households whose land was recovered are not present in the locality and have household registration in other provinces, making it difficult to confirm households and individuals directly involved in agricultural production to support career conversion and job search training.

Many households have transferred their agricultural land use rights but have not registered with the state agency. During the land acquisition process, many households still have questions and suggestions related to the confirmation of the current number of households and the number of households that are allocated land to serve as a basis for supporting a stable life.

Mr. Pham Quoc Chinh - Director of the Ninh Binh Provincial Traffic Construction Investment Project Management Board said that in order to ensure the conditions for starting the project according to the committed schedule of the first quarter of 2025, the Provincial Traffic Construction Investment Project Management Board has requested the People's Committee of Yen Khanh district to further accelerate the site clearance work, especially for agricultural land to soon hand over to the investor, ensuring the project's progress.

The Ninh Binh - Hai Phong expressway construction investment project, the section passing through Ninh Binh province, has a length of 25.3 km; the starting point is at Mai Son intersection connecting with the North - South expressway in the East (in Mai Son commune, Yen Mo district), the end point is at the Day River overpass connecting the two provinces of Ninh Binh and Nam Dinh (in Khanh Cuong commune, Yen Khanh district).

The project has a scale of 4 complete lanes, a design speed of 120km/h, a roadbed width of nearly 25m, and a road surface width of 15m. The entire route will have 12 bridges, including 3 overpasses for people, and 3 interchanges. The total investment is 6,865 billion VND, including the central budget and the Ninh Binh provincial budget. The project is expected to be completed in 2029.
