Rush to complete, prepare to collect fees
In Thanh Hoa, the North-South Expressway is 98.8km long with 7 intersections. In order to maximize the efficiency of investment in expressways, Thanh Hoa province has been reviewing and arranging investment capital for intersections connecting expressways with the provincial traffic network, connecting urban and rural areas, industrial parks, export processing zones, high-tech zones, tourist areas, new urban areas, seaports, and Tho Xuan airport.
In Nghe An, the Dien Chau - Bai Vot expressway has completed the entire main route along with the frontage road system, serving safe traffic, and is expected to be officially put into operation and start collecting tolls in December. Up to now, the operator system and toll station system on the route have also been installed. Contractors are completing the installation of electronic equipment and machinery inside.
Efforts to exceed schedule
In Ha Tinh, contractors constructing the North-South Expressway in the East phase 2021-2025 are focusing on speeding up the "sprint" phase.
The North-South Eastern Expressway project in the 2021-2025 period through Ha Tinh has a total length of more than 102km with 3 component projects: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang and Vung Ang - Bung.
Present at the construction site of the Bai Vot - Ham Nghi and Ham Nghi - Vung Ang expressways, reporters from Lao Dong Newspaper recorded that contractors are focusing on maximizing machinery and human resources to speed up the progress.
At the contract package constructed by the Ministry of National Defense's 319 Corporation in Luu Vinh Son and Thach Xuan communes, workers are constructing the overpass of Provincial Road 550, next to it, a mixing station is mixing concrete for trucks to transport to construct the roadbed.
Mr. Ngo Van Thuan - Deputy Commander of the North - South Expressway Construction Site, Bai Vot - Ham Nghi section, under the 319 Corporation of the Ministry of National Defense - said that taking advantage of the dry weather, the unit is focusing on maximum machinery and human resources to speed up the construction progress.
“In addition to concrete pavement, we have been focusing on constructing crushed stone pavement and cement reinforced foundation, curb reinforcement, drainage ditches, and roadside grass planting... Up to now, our total construction volume has reached over 65%” - Mr. Thuan shared.
At the contract package constructed by Company 471 in Tan Lam Huong commune (Thach Ha district) in the Ham Nghi - Vung Ang section, machinery and human resources were also focused on construction with the installation of a hard median to divide the lanes, and construction of the connecting foundation across the two ends of the expressway overpass.
The Ham Nghi - Vung Ang section is over 54km long, with a total investment of VND9,734 billion, constructed by a consortium of contractors: Tu Lap Construction Company Limited, Xuan Truong Construction Company, Joint Stock Company 471, and Construction Joint Stock Company 368.
The Vung Ang (Ha Tinh) - Bung (Quang Binh) section is over 50km long, starting in January 2023, with a capital of over VND 12,540 billion. The starting point is at the intersection of Ky Tan commune, Ky Anh district, Ha Tinh province, connecting to Ham Nghi - Vung Ang expressway. The end point is at Cu Nam commune, Bo Trach district, Quang Binh province, connecting to Bung - Van Ninh expressway. The section through Ha Tinh is 13km long, Quang Binh is over 42km long.
The project is invested by Project Management Board 6 (Ministry of Transport). The joint venture of Son Hai Group Co., Ltd. - Vietnam Construction and Import-Export Joint Stock Corporation - Company 484 - Construction and Installation Company 368 - Company 479 Hoa Binh; Phuong Thanh Transport Investment and Construction Company - Lizen Company is the contractor.
According to the request of the Ministry of Transport, the project must be completed by April 30, 2025, however, some contractors are trying to complete it ahead of schedule. Up to now, many sections of the route have been paved with asphalt concrete.
According to a representative of Vinaconex Company, the unit's package output has reached over 60% of the contract value, faster than the signed contract. "We aim to have about 70% of the entire road paved with asphalt concrete by the end of 2024," said the company representative. The contractors aim to complete the construction of the North-South Expressway project through Ha Tinh before April 30, 2025. Meanwhile, the progress according to the signed contract is until October 2025.
