On March 27, Quang Binh province held a regular press conference in March, information from the Department of Home Affairs said that up to now, the province has achieved many remarkable results in perfecting the organization, reducing intermediary units and improving operational efficiency.
Completing the organizational structure
Implementing the direction of the Central Government and the Provincial Party Committee Standing Committee, the People's Committee of Quang Binh province has issued 8 Resolutions on the establishment, merger and consolidation of specialized agencies under the People's Committees at the provincial and district levels. The new agencies will officially come into operation from March 1, 2025.
In particular, the Provincial People's Committee has issued a decision to reorganize 5 departments and branches, convert the functions and tasks of state management of a number of specialized agencies, and transfer 8 Medical Centers under the Department of Health to the People's Committees at the district level for management. This process took place synchronously and quickly, ensuring no interruption in the operation of the administrative apparatus.
After the arrangement, the organizational structure of the province has been significantly streamlined, the professional agencies at the provincial level have been reduced from 20 to 13 agencies (a reduction of 35%); the provincial administrative organization has been reduced from 8 to 6 departments (a reduction of 25%); the district-level professional agencies have been reduced from 99 to 81 agencies (a reduction of 18.18%); the public service unit under the Provincial People's Committee has been reduced from 7 to 6 units (a reduction of 14.28%); the public service unit under departments, branches and sectors has been reduced from 97 to 91 units (a reduction of 6.6%).
The arrangement has helped reduce the overlap of functions and tasks between agencies, contributing to improving the efficiency of state management and the quality of service to the people.
Ensuring policies and regimes
In parallel with the organizational arrangement process, Quang Binh province has seriously implemented Decree No. 178/2024/ND-CP of the Government on policies for cadres, civil servants, public employees and workers.
The Provincial Party Committee Standing Committee has issued an official dispatch guiding the implementation of policies and regimes for affected subjects. Specific directive and guidance documents from the Department of Home Affairs have helped ensure that the policy settlement process is implemented synchronously, in accordance with regulations and in a timely manner.
As of March 1, 2025, the province has completed the policy settlement for 6 cases of cadres under the management of the Provincial Party Committee Standing Committee. The Provincial People's Committee is also considering approving the list of beneficiaries of the regime for 35 other cases submitted by agencies, units and localities.
The arrangement and streamlining of the administrative apparatus in Quang Binh not only contributes to reducing the cumbersomeness in the public authority system, but also creates favorable conditions to improve the effectiveness and efficiency of state management. This demonstrates the province's determination to implement the Central's orientation, while affirming the role and responsibility of local governments in serving the people.
Vice Chairman of Quang Binh Provincial People's Committee Hoang Xuan Tan said that in the coming time, he will continue to review and improve the organizational apparatus, focusing on improving the quality of the team of cadres, civil servants and public employees.

Chief of Office of Quang Binh Provincial People's Committee Nguyen Hoai Nam also informed about the positive results in the work of restructuring the apparatus. Accordingly, Quang Binh province has spent a total of VND24.7 billion to resolve the regime for 18 officials who retire early. Of these, there are 6 cadres under the management of the Quang Binh Provincial Party Committee, 12 cadres under the management of the Quang Binh Provincial People's Committee.
