Vingroup builds 500,000 apartments
Speaking at the National Online Conference on removing difficulties and obstacles, promoting the development of social housing (NOXH) chaired by Prime Minister Pham Minh Chinh, a representative of Vingroup Corporation registered to build 500,000 apartments by 2030. "The Group is ready to complete all tasks assigned by the Government and the Prime Minister in the field of social housing. We are determined to achieve the goal" - said the group representative.
At the conference, Vingroup Corporation made two recommendations: "First, recommend the Prime Minister to allow localities to appoint contractors and investors.
Second, allow localities to shorten procedures or do it in parallel. For example, planning and construction investment procedures can be done at the same time, which will shorten the time a lot. If we finish planning and then go to investment, finance... it will create many administrative procedures".

Shorten procedures to speed up progress
The conference was attended by many construction enterprises. A representative of the Housing and Urban Development Investment Corporation (HUD) spoke at the conference: "As a state-owned enterprise under the Ministry of Construction, HUD considers social housing development as a key political task. The Corporation has devoted important resources to proactively investing in many social housing projects across the country".
It is known that up to now, HUD has completed, handed over and put into use about 3,500 apartments. It is expected that by 2026, HUD will implement social housing projects with 2,800 apartments, aiming at 17,500 apartments by 2030, contributing to the realization of the Project "Investing in the construction of at least 1 million social housing apartments".
However, the implementation process still faces many difficulties, especially in terms of procedures and incentives, delayed infrastructure connection, and lack of clear instructions. The exemption of land use fees for social housing projects also does not have unified regulations, and clear policies are needed to avoid disruption.
HUD recommends that the Government consider shortening the time to implement investor selection steps, allowing bidding appointments or shortening the bidding process. The process of approving business plans also needs to be shortened to ensure implementation progress. Allocating land funds to investors in urban areas and residential areas is also an effective solution to accelerate the development of social housing.

Meanwhile, a representative of Viglacera Group made two proposals: "First, the Prime Minister has concluded the assignment of the investor, following the approved design, price, and approved customers, so there is no need to bid. It is recommended to directly assign to any capable unit to do it quickly because this procedure takes a lot of time.
Second, we are implementing social housing projects in industrial parks. In reality, industrial park owners want to rent out buildings, then install furniture and let workers live there for free. This means that Vietnamese workers will be able to live in buildings rented by industrial park owners from social housing investors. However, this is stuck in regulations, industrial park owners are not allowed to rent social housing, I hope this problem will be resolved soon" - said a representative of Viglacera Group.
