At the conference, Mr. Dao Viet Anh - Deputy Director of Vietnam Social Insurance - presented the Decision on early retirement (according to Decree 178/2024/ND-CP and Decree 67/2025/ND-CP) to Mr. Vu Xuan Hien - Director of Quang Ninh Social Insurance. Mr. Vu Xuan Hien officially retired from June 1, 2025.
The conference also announced the transfer and presented the Decision of the Director of Vietnam Social Insurance to Mr. Bui Minh Duc - Director of Hai Phong City Social Insurance - as Director of Region VIII Social Insurance (Quang Ninh). Quang Ninh Social Insurance officially changes its name to Area VIII Social Insurance from June 1, 2025.
Speaking at the conference, Deputy Director of Vietnam Social Insurance Dao Viet Anh acknowledged and highly appreciated the outstanding contributions of Mr. Vu Xuan Hien personally throughout his working process; especially since March 2017 in his position as Director of Quang Ninh Social Insurance. In many years as a director, Mr. Vu Xuan Hien has always completed his tasks excellently; was highly appreciated and trusted by the leaders of Vietnam Social Insurance as well as the cadres, civil servants and employees of Quang Ninh Social Insurance.
Previously, according to Decision 391/QD-BTC of the Ministry of Finance, effective from March 1, 2025, Quang Ninh Social Insurance merged with Hai Duong Social Insurance to form Region 12 Social Insurance and located its headquarters in Hai Duong.
However, according to Decision 1733/QD-BTC dated May 12, 2025 on amending and supplementing a number of articles of Decision 391/QD-BTC stipulating the functions, tasks, powers and organizational structure of Vietnam Social Insurance, Quang Ninh Social Insurance and Hai Duong Social Insurance will not merge together. Accordingly, Hai Duong Social Insurance will merge with Hai Phong City Social Insurance to form Area 13 Social Insurance, headquartered in Hai Phong, after Hai Duong province merges into Hai Phong.
