Pointing out major projects behind schedule
According to a report by Cao Xanh ward, 26 projects are behind schedule mainly due to investment policies, land allocation, land lease, financial obligations, site clearance, inspection and examination conclusions, and investor capacity. Among these, many projects are located in "golden" land locations.
At the Urban Area Project in Ha Khanh ward, former Ha Long city (phase 1), now Cao Xanh ward of FLC Group JSC, many townhouses, villas, and apartments have been and are being built, but most are unfinished or abandoned.
At the Project to invest in building and operating infrastructure of Cao Xanh - Ha Khanh B new urban area (phase I) and the Project to invest in building and operating infrastructure of Cao Xanh - Ha Khanh B new urban area (phase II), hundreds of land plots have not yet been handed over to secondary investors.
The Ha Khanh urban area project of Dat Viet Quang Ninh General Construction and Trading Joint Stock Company is facing obstacles regarding the planning boundary of the project and coal mining projects.
The Investment Construction - Infrastructure Business Project of Cao Xanh - Ha Khanh C New Urban Area of Bien Dong Project Development Joint Stock Company is facing problems related to land plots overlapping capital contribution contracts. Some other large real estate projects have completed investment and construction but have not fulfilled financial obligations. Notably, the Hon Gac Tourist Area Project of INDEVCO Group Joint Stock Company located in Cua Luc Bay, was allocated land by Quang Ninh Provincial People's Committee in 2007. According to Cao Xanh Ward People's Committee, this project belongs to the group that continues to have procedures removed.
Urgent inspection of Hon Gac Project
According to the direction of Member of the Party Central Committee, Secretary of Quang Ninh Provincial Party Committee Quan Minh Cuong, the Quang Ninh Provincial Inspectorate has begun to inspect the Hon Gac Project, with a deadline of 30 days.
Hon Gac Island is located in Cua Luc Bay, and was allocated land with money by Quang Ninh Provincial People's Committee to INDEVCO Group Joint Stock Company to invest in building an eco-tourism area in 2007 with a term of 70 years. The total allocated area is more than 25ha, of which 11ha is construction land, 14ha is green land. In 2007, this company paid more than 21 billion VND in land use fees once for the entire 70-year land lease period.
According to the company representative, during the implementation process, the enterprise invested about 15 billion VND to build part of the infrastructure but found that the area was seriously affected by cement dust, clinker and noise from nearby cement plants. Therefore, in 2012, the company requested to temporarily suspend the project.
After many working sessions with relevant departments and agencies of Quang Ninh, the parties have not yet agreed on a handling plan because it is impossible to relocate cement and clinker filling stations to other locations.
In Notice No. 290/TB-UBND dated October 5, 2017, Quang Ninh Provincial People's Committee concluded that the project's temporary suspension of implementation has objective causes from the management and unsynchronized planning approval of state agencies in the area and requested INDEVCO Group Joint Stock Company to continue managing Hon Gac Island.
Answering Lao Dong Newspaper, Mr. Do Tien Dung - General Director of INDEVCO Group Joint Stock Company - explained that the project cannot be implemented due to the impact of pollution from the cement conveyor belt system and many changes in planning.
According to Mr. Dung, if implemented according to the initial project, it will not be in accordance with the current plan. Conversely, if adjusted according to the new plan, businesses must recalculate the land rent paid from 2007, when the company paid more than 21 billion VND for 11ha of construction land and 14ha of green land.
The current plan only has 4ha of commercial and service land left, making the project not enough conditions to develop into an eco-tourism area as the initial goal with many large items such as hotels, beaches, marinas, amusement parks, restaurants and auxiliary works.
Slow-progress projects, regardless of which side is responsible, all cause waste of resources of the State, businesses and people.
Talking to the press, Mr. Bui Van Khang - Chairman of Quang Ninh Provincial People's Committee - informed that after implementing the 2-level local government model, the province has removed obstacles and put many projects that have been behind schedule for many years into operation. Thanks to that, hundreds of households in backlog real estate projects have been granted red books. According to Mr. Khang, to remove obstacles, levels and sectors need to join hands, assigning specific responsibilities to each individual, unit and local government.
