On June 12, the People's Committee of Quang Tri province confirmed that in order to prepare for the trial operation of the 2-level local government model in localities, provincial leaders have visited localities to inspect and guide.
According to records, localities in Quang Tri province have proactively prepared personnel conditions, organized the apparatus, arranged headquarters and facilities for administrative activities. The work of editing, digitizing documents and inventorying public assets is also being implemented urgently and on schedule.
However, some initial problems were also pointed out such as: the arrangement, arrangement and settlement of regimes for redundant cadres and civil servants; the work of digitizing records; there were no full instructions on the operating regulations of the People's Committees at the commune level, accounts, seals, etc.
Inspecting the trial operation of the two-level local government model in Trieu Phong district and Quang Tri town on June 10, Mr. Hoang Nam, Acting Chairman of the Provincial People's Committee, requested localities to develop a detailed plan for the trial operation, clearly stating the goals, contents and responsibilities of each department. At the same time, it is necessary to fully pilot the process of receiving and processing administrative records, the coordination mechanism between departments in the commune and between the commune and the province. The arrangement of headquarters must be scientific, serving both staff and people well, avoiding waste, especially the information technology infrastructure system needs to operate smoothly.
Most recently, on the afternoon of June 11, Mr. Nguyen Long Hai - Secretary of the Quang Tri Provincial Party Committee and leaders of the units inspected Ben Quan commune and Vinh Thuy commune (Vinh Linh district). Mr. Nguyen Long Hai suggested that the cadres assigned to lead the new communes must proactively stay in the area, maintain their current work, and prepare carefully for the tasks in the 2-level local government testing phase from June 17.
The Provincial Party Secretary noted that when the district-level government ends its operation, the commune-level government will take charge of all administrative procedures, so the personnel arrangement must be scientific, objective, impartial, and create effective coordination in handling work.
Due to actual conditions, many communes are still working at two headquarters, but in the long term, it is necessary to plan to build a unified administrative center. The repair of facilities must be completed early to ensure effective operation. The Provincial Party Secretary also emphasized the need to prepare well for online conferences and requested the Department of Home Affairs to promptly issue guidelines on operating regulations for new communes to ensure the unity of the whole province.
It is known that Quang Tri currently has 10 district-level administrative units (including 7 districts, 1 island district, 1 city, 1 town) with 119 commune-level units: 13 wards, 11 towns, 95 communes. After dissolving district-level administrative units, Quang Tri province rearranged them into 37 new commune-level administrative units.
