The National Assembly discussed and voted to approve the amendment and supplementation of the 9th Session agenda.
Next, Minister of Home Affairs Pham Thi Thanh Tra, authorized by the Prime Minister, presented a report on the arrangement of provincial-level administrative units in 2025.
The Chairman of the National Assembly's Law and Justice Committee presented the Inspection Report on the arrangement of provincial-level administrative units in 2025.
The Minister of National Defense, authorized by the Prime Minister, presented the draft Law on amending and supplementing a number of articles of the Law on National Defense; Law on People's Army Officers; Law on Professional Soldiers, Workers and National Defense Officials; Law on Military Service; Law on Border Guard Vietnam; Law on People's Air Defense; Law on Reserve Forces; Law on Civil Defense; Law on Management and Protection of National Defense and Military Zones; Law on Militia and Self-Defense Forces; Law on National Defense and Security Education.

According to the submission on the arrangement of provincial-level administrative units, the Government said that out of 63 provinces and cities, it is expected that 11 provinces and cities will remain in their original state;
The remaining 52 administrative units will be reorganized into 23 new provinces and cities. All 23 provinces formed after the reorganization have met the standard orientation according to the regulations of the National Assembly Standing Committee.
Thus, the whole country will have 34 provincial-level administrative units, including 6 centrally-governed cities and 28 provinces.
The total number of cadres, civil servants and public employees according to the assigned norms of provincial-level agencies, organizations and units in 52 provinces and cities implementing the arrangement is 447,657 people (including 2,321 cadres, 79,118 civil servants, 366,218 public employees).
After the arrangement, the maximum number of cadres, civil servants and public employees at the provincial level does not exceed the total number of cadres, civil servants and public employees at the provincial level before the arrangement, at the same time, streamlining the payroll is associated with restructuring and improving the quality of the cadres, civil servants and public employees, ensuring that within 5 years of basic arrangement in accordance with regulations.
