In mid-March, according to reporters' records, on the sections that have been handed over land, the construction unit is mobilizing manpower and machinery to deploy the foundation, road surface and technical infrastructure systems.
Accelerating construction at locations that meet the conditions is to take advantage of favorable weather, while creating more convenient travel conditions for people.
Through investigation, the project to renovate and upgrade Provincial Road 156, section Km28+400 to Km30+100, has a length of about 1.7 km, with a total investment of 22.6 billion VND.
The project is invested by the Bat Xat Regional Construction Investment Project Management Board, and Hoang Nguyen Construction Investment One Member Limited Liability Company is the construction unit. The project is implemented in the period 2023–2026.
According to the design, the project recovers more than 39,470 m2 of land, involving 89 households and 2 organizations. This is one of the important transport infrastructure projects of the locality, contributing to improving traffic capacity, renovating the central area of Bat Xat commune and promoting socio-economic development.
According to the Bat Xat Regional Construction Investment Project Management Board, site clearance has achieved many positive results. To date, 74 households have handed over land to the construction unit with a length of about 980 m.
In addition, through mobilization and propaganda, 8 more households have created conditions for the construction unit to access the ground on a length of about 380 m. Thanks to that, most of the route has conditions to deploy construction.
Regarding compensation, support and resettlement, currently 81 households and 1 organization have had their plans approved. Among these, 74 households have received compensation and support money; 6 households have not paid due to some procedures that need to be completed, and 1 household has not agreed to receive money.
Some remaining problems mainly relate to determining the origin of land, adjusting cadastral records or overlapping land plots between households...
Mr. Vu Van Sinh - Director of the Bat Xat Regional Construction Investment Project Management Board said that in order to soon complete site clearance, close coordination between local authorities and specialized agencies is needed in reviewing land records and clearly identifying the origin of land use for cases with different opinions.
“Along with that, it is necessary to continue to strengthen propaganda to help people understand the policy of land acquisition to serve the common infrastructure development of the locality. When people agree to hand over the site in a timely manner, the project will have conditions for continuous construction, avoiding interruption of progress,” Mr. Sinh said.
Mr. Nguyen Manh Hung - Chairman of Bat Xat Commune People's Committee said that the locality is focusing on implementing many solutions to promote the progress of site clearance. The handed-over site is being urgently implemented by the construction unit, while the remaining cases continue to be mobilized and directly dialogued to remove obstacles.
The goal is to basically complete site clearance work in the first quarter of 2026, creating conditions for the construction unit to deploy synchronously throughout the route.
When completed, Provincial Road 156 Quang Kim - Bat Xat section will contribute to improving travel conditions, expanding development space for the central area of Bat Xat commune, and promoting economic trade.
