Removing the bottleneck of land for a series of industrial clusters in Tuyen Quang

Tuyen Quang - Site clearance is considered one of the bottlenecks that needs to be removed to develop industrial clusters.

According to the planning adjustment for the period 2021 - 2030, vision to 2050, Tuyen Quang plans 48 industrial clusters with a total area of about 2,450 ha. The locality also removed 11 inappropriate industrial clusters from the plan, with an area of 85 ha to focus resources on areas with more advantages.

Data from the Department of Industry and Trade of Tuyen Quang province, in the period 2021 - 2025, the average growth rate of added value of the province's industry reached nearly 10.7%/year.

In 2025 alone, the value of industrial production in the whole province reached over 33 trillion VND, an increase of more than 16% compared to the previous year.

Currently, Tuyen Quang province has 17 industrial clusters established with a total area of about 810 hectares. Of which, 9 industrial clusters have attracted 45 projects with a total capital of over 8,377 billion VND; 34 projects have been put into operation, creating jobs for nearly 10,200 workers.

Some industrial clusters achieved high occupancy rates such as Phuc Ung (nearly 97%), Thang Quan (nearly 88%), Minh Son 2 (100%)...

Although identified as a driving force for industrial development, infrastructure investment and filling industrial clusters in Tuyen Quang province still face many difficulties. The current bottleneck is assessed to be in the implementation stage.

Typically, at the Km 38 industrial cluster of Tan Xa Phin village, Nam Dich commune and Tan Thanh industrial cluster, Ham Yen commune. Although established in 2015 and 2017, technical infrastructure has not been invested in at all, and no secondary projects have been registered.

At Phuc Ung industrial cluster, which has a occupancy rate of nearly 97% with 13 projects, there is still no centralized wastewater treatment system.

Through the review of functional sectors, bottlenecks are concentrated in 4 main groups: investment procedures, site clearance, filling materials and the implementation capacity of investors.

Among the 7 industrial clusters invested by enterprises in infrastructure with a total area of 344 ha, only 5 industrial clusters have completed detailed planning; 4 industrial clusters have been approved for environmental impact assessment reports.

4 industrial clusters have been allocated and leased land, and only 2 industrial clusters are carrying out ground leveling.

Among the bottlenecks mentioned above, site clearance is still the biggest bottleneck.

Ninh Lai - Thien Ke Industrial Cluster (Son Duong) with an area of 75 hectares, total investment capital of 965 billion VND. Although established in 2021, nearly 35 hectares of land has only been allocated in phase 1 due to problems with inventory, compensation, and tomb relocation.

As for the An Hoa - Long Binh An industrial cluster, it is entangled in detailed planning and lacks about 1.2 million m2 of embankment land. Trung Mon industrial cluster is behind schedule due to planning and conversion of rice land.

Informing PV, Mr. Hoang Anh Cuong - Director of the Department of Industry and Trade of Tuyen Quang province said: "The biggest bottleneck currently is not the lack of planning but the stage of organization and implementation.

Also according to the leader of the Department of Industry and Trade of Tuyen Quang province, in the face of the above difficulties, functional agencies and localities are focusing on removing bottlenecks in site clearance. The goal is to hand over the site as soon as there is land available for investors to implement.

Infrastructure investors are requested to mobilize maximum financial resources, human resources, and machinery to accelerate the construction progress for locations that have clean ground.

At Ninh Lai - Thien Ke industrial cluster, over 50 units of machinery are mobilized to level the ground. This is the largest industrial cluster in the province with a scale of 75 hectares, total investment of over 965 billion VND.

The project has 126 households subject to site clearance. It is expected that 12-16 households will have to be resettled and over 200 graves will have to be relocated.
