Implementing Plan No. 1205/KH-UBND dated December 15, 2025 of the People's Committee of Hat Mon commune; Plan No. 01/PA-BCCKPHQ dated December 15, 2025 and Notice No. 64/TB-BCCKPHQ dated December 15, 2025, the People's Enforcement Committee of Hat Mon commune organized the enforcement of remedial measures for 5 violations.
The enforcement aims to maintain strict discipline in the field of land management and use in the commune, resolutely handle cases of intentional non-compliance with the provisions of law, in order to restore order and order, enhance the effectiveness of the state in land management and use, prevent and strictly handle violations and re-violations in the land sector.
At the same time, ensure compliance with legal regulations, maintain stable security and order in the locality before, during and after enforcement. Ensure the safety of people and vehicles participating in enforcement, prepare plans to handle possible situations; resolutely handle cases of law violations, disorder, obstruction, resistance to law enforcement officers, and property destruction during enforcement.
The forces participating in the enforcement must uphold the spirit of responsibility, determination in enforcement and protection work to contribute to stabilizing the security and order situation in the locality. Organize forces and means to demolish works and move assets out of violating land plots to ensure compliance with legal regulations.
The forces participating in the enforcement include: Leaders of the Commune People's Committee (3 comrades); Economic Department (20 comrades); Office of the People's Council & People's Committee of the commune (6 comrades); Department of Culture - Society (6 comrades); Vietnam Fatherland Front Committee of the commune (6 comrades); Commune police force, grassroots security (80 comrades); Commune health (1 on-duty team, 1 ambulance); Cultural - Information and Sports Center (6 comrades), Village leaders (8 comrades), Front Work Committee and mass organizations (12 comrades), Son Tay Power Company (3 comrades).
From 7:30 a.m., the forces participating in the enforcement were present at the violating plots of land to carry out the enforcement.

- Phan Dinh Kham (Tao 3 Village, Hat Mon Commune): The act of converting rice-growing land to non-agricultural land (not residential land) within the administrative boundary of a commune without permission from a competent State agency and encroaching on land managed by a State organization agency is shown in the cadastral records within the administrative boundary of a commune, specifically:
At plot number 23.1+23.8, map sheet 271C, Mieu copper land, Hat Mon commune (old Tam Thuan commune), Hanoi city, Mr. Phan Dinh Kham built:
Project 1: Brick walls, corrugated iron roof, brick floor, size: 21.5m long, 9.0m wide, 4.5m high, 193.5m2 area.
Project 2: Brick walls are only 1.0m high, corrugated iron and glass walls, cold corrugated iron roofs, brick floor, size: 20.5m long, 9.5m wide, 7.5m high, area 194.75m2.
Project 3: Underground water tank 7.0m long, 6.0m wide above the water tank is a hut, steel frame 3.3m long, 2.7m wide, 3.0m high, steel frame, corrugated iron roof, brick floor. Area of 42m2.
- Phan Dinh Thanh (Tao 3 Village, Hat Mon Commune): The act of converting rice-growing land to non-agricultural land in rural areas without permission from a competent state agency.
At plot No. 22.11, map sheet 271C, Doc Cai copper land, Hat Mon commune (old Tam Thuan commune), Hanoi city, Mr. Phan Dinh Thanh built:
Project 1: Constructed with iron frame, surrounded by corrugated iron, corrugated iron roof, average height of 5.0m, length of 17.2m, width of 7.1m, area of 122.12m2.
Project 2: Construct an iron frame, surround surround it with corrugated iron, paved with ceramic tiles, 7.1m long, 3.0m wide, area 21.3m2.
- Do Duy Thang (Thon Ngoai, Hat Mon commune): The act of converting rice-growing land to non-agricultural land (not residential land) within the administrative boundary of a commune without permission from a competent State agency.
At plot No. 22.7, map sheet 271C, Doc Cai copper land, Hat Mon commune (old Tam Thuan commune), Hanoi city, Mr. Do Duy Thang built:
Project 1: Iron frame, corrugated iron roof, corrugated iron walls, size: length 15.0m, width 11.5m, height 5.0m, area 172.5m2.
Project 2: Iron frame, corrugated iron roof, corrugated iron walls, soil foundation, size: length 18.6m, width 4.4m, height 3.0m, area 81.84m2.
Project 3: Iron and bamboo column frame, bamboo roof, B40 grid fence, ground floor, size: length 15.0m, width 7.3m, height 4.0m, area 109.5m2.
- Ho Huu Duc (Tao 3 Village, Hat Mon Commune): The act of converting agricultural land that is not rice-growing land, not forestry land to non-agricultural land (not residential land) within the administrative boundaries of Hat Mon Commune.
At plot No. 32-25, map sheet 271B, Bai Gia copper land, Tao 3 village, Hat Mon commune (old Tam Thuan commune), Mr. Ho Huu Duc's household built a violating structure with a size: 13.85m long; 6.75m wide, 93.49m2 area, 7.0m high. Build with a brick wall, 1.4m high, then erect a steel frame, surround it with corrugated iron, and a corrugated iron roof. The racing rack is 2.0m wide, 6.75m long, and 13.5m2 in area.
- Tran Hoc Thai (Tao 3 Village, Hat Mon Commune): The act of converting the purpose of using agricultural land other than rice-growing land to non-agricultural land without permission from a competent state agency.
At plot No. 29.5, map sheet 271B, Bai Gia copper land, Hat Mon commune (old Tam Thuan commune), Hanoi city, Mr. Tran Hoc Thai has built a corrugated iron wall, corrugated iron roof, size: length 12.0m, width 5.7m, height 3.5m, area 68.4m2.
