From August 21, Hanoi City will ban taxis and contract cars with fewer than 8 seats from operating on Kham Thien street in each direction during peak hours of morning and afternoon, in order to reduce traffic congestion.
According to the traffic organization plan just announced by the Hanoi Department of Construction, the restriction of taxis and contract cars under 8 seats on Kham Thien street will be implemented from August 21, 2026.
During the morning rush hour from 6am to 9am, taxis and contract cars under 8 seats (excluding drivers) are prohibited from operating in the direction from Nguyen Luong Bang - O Cho Dua area to Le Duan street.
In the afternoon, from 4 pm to 7:30 pm, the above vehicles are prohibited from operating in the direction from Le Duan street to Nguyen Luong Bang - O Cho Dua.
The regulation does not apply on holidays, Saturdays and Sundays.
The traffic organization plan was proposed by the Department of Construction based on the direction of the Director of Hanoi City Police on solutions to reduce congestion and ensure traffic order and safety; and based on the results agreed between the Department of Construction, the Traffic Police Department of Hanoi City Police, the People's Committee of Van Mieu - Quoc Tu Giam ward and related units.
To prepare for deployment, the Traffic Infrastructure Maintenance Board is required to review and install traffic signs, paint markings and remote guidance signs on roads intersecting with Kham Thien street, to be completed before August 20.
This unit also coordinates with the Traffic Control Center - Hanoi City Police to adjust traffic lights on the route and at nearby intersections, in accordance with the new plan and vehicle traffic volume.
In the initial period of implementation, functional forces will monitor and assess the traffic situation on Kham Thien street and surrounding areas to promptly detect inadequacies and propose adjustments.
The Traffic Police Department is requested to arrange forces to guide and divert vehicles, especially at turnarounds on the route; and at the same time strengthen inspection and handling of violations of traffic safety and urban order.
The People's Committee of Van Mieu - Quoc Tu Giam ward is also requested to coordinate in arranging forces to regulate traffic, handle the situation of encroaching on roads and sidewalks for business, illegal parking and acts that pose a risk of congestion.
The Department of Construction requests relevant units to promote propaganda on traffic organization plans so that people and vehicle drivers can proactively choose appropriate routes before the time of application.
