Hanoi cuts off electricity and water, coerces land recovery to build Ring Road 2.5

Hanoi - Cau Giay Ward will implement tough measures against households that intentionally do not hand over land for the Ring Road 2.5 project.

The project of the road connecting from Cau Giay street to Dich Vong New Urban Area (belonging to Ring Road 2.5) with a length of about 420m was implemented many years ago but has not yet been completed.

The reason is due to difficulties in site clearance (GPMB).

By the end of 2025, Cau Giay ward had approved plans for 334/338 cases with a total recovered area of nearly 19,000m2. Among these, 191 plans have handed over clean land with an area of more than 10,500m2.

However, currently there are still 74 households that have received compensation money but have not relocated or handed over land and 61 other households have not agreed to receive money due to problems with land unit prices as well as supplementary resettlement policies.

This is the "knot" that the Cau Giay ward government is focusing on all solutions to remove in this final sprint.

According to Lao Dong's records on December 29, many projects within the project area have been demolished after organizations, households, and individuals handed over the site.

Besides, there are still many projects that have not been cleared. Among these, a small number of households are still clinging to it, and most are rented or borrowed by homeowners to live in or do business.

Implementing the direction of the City Party Committee and Hanoi City People's Committee on ensuring the progress of completing site clearance for the Ring Road 2.5 construction project in the first quarter of 2026, Cau Giay Ward People's Committee said that it has issued a notice on the implementation of land recovery and site clearance for the Cau Giay to Dich Vong New Urban Area project (belonging to Ring Road 2.5) for organizations, households, and individuals involved, who have leased or borrowed; leased or borrowed land and houses for production and business within the project's site boundary.

Accordingly, Cau Giay Ward People's Committee requests organizations and individuals who have received compensation, support, and signed for land handover; in cases where there are houses and land for lease or lending (for business, rented houses...) to terminate or stop leasing or lending houses and land; immediately carry out the dismantling, relocation and handover of land to implement projects and site clearance according to regulations.

In case of non-compliance, Cau Giay Ward People's Committee will assign relevant units to prepare dossiers and organize land recovery coercion according to regulations.

For organizations and individuals renting and borrowing houses and land located in the project site clearance area, Cau Giay Ward People's Committee requests to stop renting and borrowing houses and land for business, renting accommodation...; have appropriate business, living and living plans, ensure the project site clearance progress according to the city's direction and immediately dismantle and relocate assets that are movable property.

Cau Giay Ward People's Committee, Investment - Construction Project Management Board will coordinate with Ba Dinh Power Company, Cau Giay Clean Water Business Enterprise, telecommunications and television information units... to inspect and consider stopping the supply of electricity, water, telecommunications and television information, and corrugated iron fences in the site clearance area.

Also according to Cau Giay ward, the time to relocate business households is before January 1, 2026.

The ward will organize land recovery enforcement in the first quarter of 2026 for cases of land acquisition and non-compliance with site handover according to regulations.
