On the morning of August 10, the 17th Hanoi City People's Council, term 2026-2031, held the 6th session to consider and decide on important contents under its authority.
At the meeting, the City People's Council approved a Resolution on the establishment and reorganization of a number of specialized agencies under the Hanoi City People's Committee.
Accordingly, the Hanoi Department of Construction is established on the basis of merging the Hanoi Department of Planning and Architecture into the Hanoi Department of Construction.
Establish the Hanoi Department of Culture, Sports and Tourism on the basis of merging the Hanoi Department of Tourism into the Hanoi Department of Culture and Sports.
Establishment of Hanoi Department of Foreign Affairs.
Reorganizing the Office of the Hanoi People's Committee.
Assign Hanoi City People's Committee to issue a Decision on temporary assignment of staff to the Department of Construction, Department of Culture, Sports and Tourism, Department of Foreign Affairs, Office of the City People's Committee based on the assigned staff of agencies and units before establishment and reorganization, in accordance with the functions, tasks, and organizational structure identified in the Project of the City People's Committee attached to Official Dispatch No. 344/TTr-UBND dated August 7, 2026. Promulgate specific regulations on functions, tasks, powers, and organizational structure of specialized agencies in accordance with the law to organize implementation according to the new organizational model.
Along with that, direct specialized agencies to guide departments, agencies, and units to implement the plan for arrangement, finalization, and transfer of operating funds for 2026 according to regulations.
Hanoi City People's Committee directs specialized agencies to coordinate with relevant agencies and units to carry out the transfer and receipt of tasks related to arranging and assigning cadres, civil servants, public employees, and laborers; documents; seals; working headquarters; finance, assets (if any); tasks, dossiers, administrative procedures and tasks being arranged and implemented by the previous agency.
At the same time, direct specialized agencies to adjust and supplement promptly functions, tasks, powers, and organizational structure to overcome inadequacies and obstacles in the process of operating the new organizational structure, ensuring effective and efficient operation after arrangement.
Directing to focus on reviewing legal normative documents of the People's Council and People's Committee of the City to promptly amend, supplement, and replace them in accordance with new legal regulations; focusing on reviewing and perfecting regulations on administrative procedures to ensure smooth operation of specialized agencies, administrative organizations and serve people and businesses in implementing administrative procedures.
Previously, on August 4, 2026, the Standing Committee of the City People's Council issued summons No. 140/TrT-HĐND to delegates of the City People's Council attending the thematic session (sixth session) of the City People's Council of the XVII term.
According to the plan, the session will consider 7 contents under the authority of the City People's Council.
However, after the Boards of the City People's Council appraised the dossiers of 7 contents submitted by the City People's Committee, there were 2 contents that the Standing Committee of the City People's Council assessed as not ensuring quality as well as conditions on procedures and time for submitting dossiers.
Based on the proposal of the City People's Committee and reports of the City People's Council Boards, the Standing Committee of the City People's Council agreed to leave 2 unconsidered contents: Approving the price of specialized general education services close to international standards using the state budget of Hanoi city; Draft Resolution stipulating a one-time support policy for non-specialized workers in villages and residential groups who retire due to restructuring, consolidation, and improvement of staff quality when rearranging and reorganizing villages and residential groups in 2026 in Hanoi city.
