Hanoi City People's Committee has just submitted a report on the establishment and reorganization of a number of specialized agencies under Hanoi City People's Committee.
According to the content of the submission, the City People's Committee proposed a plan to establish the Hanoi Department of Construction on the basis of merging the Hanoi Department of Planning and Architecture into the Hanoi Department of Construction.
Regarding the organizational structure of units before the arrangement, the Department of Construction currently has 1 director, 5 deputy directors, 18 professional departments, and 6 public non-business units. The assigned staff includes 436 civil servants, 407 public employees, and 242 labor contracts.
The Department of Planning and Architecture has 1 director, 3 deputy directors, 7 professional departments, and 1 public non-business unit. The assigned staff includes 92 civil servants, 24 public employees, and 18 labor contracts.
Regarding the plan to establish the Department of Construction on the basis of merging the Department of Planning and Architecture into the Department of Construction, the Department only has 14 professional departments (a reduction of 11 departments, a rate of 44%), 6 public non-business units (of which 3 units continue to be arranged according to the roadmap).
14 professional departments include:
Merge the Office of the Department of Construction, the Organization - Legal Department of the Department of Construction, the Office of the Department of Planning and Architecture and receive the tasks of advising, summarizing, programs, and work plans of the General Department under the Department of Planning and Architecture.
- Planning - Finance Department: Rename from the Finance - Investment Department under the Department of Construction; receive the relevant planning, general and financial tasks of the Office of the Department of Planning and Architecture.
- Inspection Department: Merge the Department of Transport Inspection and the Department of Construction Inspection and Fire Prevention and Fighting under the Department of Construction; expand the scope of inspection for planning and architecture fields after reorganization.
- Planning Management Department: Established on the basis of merging the planning management tasks of the Satellite Urban and Rural Planning - Architecture Departments, North Red River Planning - Architecture Department, South Red River Planning - Architecture Department; Planning, Architecture, Urban Activities Management Department; General Department.
- Architecture Management Department: Established on the basis of merging the architectural management tasks of the Satellite Urban and Rural Planning - Architecture Departments, North Red River Planning - Architecture Department, South Red River Planning - Architecture Department; Planning, Architecture, Urban Activities Management Department; General Department and receiving all tasks of the Construction Permit Department under the Department of Construction.
- Department of Technical Infrastructure and Underground Space Planning: Merge the Department of Technical Infrastructure Planning under the Department of Planning and Architecture and receive part of the underground space management task at the Department of Underground Space and Greenery Management, lighting and part of the water supply and drainage infrastructure planning task from the Department of Water Supply and Drainage Infrastructure Management of the Department of Construction.
- Urban Development Department: Reorganize the Urban Development Department under the Department of Construction and receive tasks related to urban development programs, urban classification, and urban development area management from the Department of Planning, Architecture, and Urban Activities Management under the Department of Planning and Architecture.
- Appraisal Department: Established on the basis of merging the Construction Management Department and the Traffic Construction Management Department of the Department of Construction.
- Department of Construction Quality Engineering: Reorganize and rename the Department of Technical Management and Quality Appraisal of the Department of Construction.
- Economic and Construction Materials Department: Maintain the existing focal point of the Department of Construction.
- Traffic Department: Established on the basis of merging the Traffic Infrastructure Management Department and the Urban Railway Department; receiving the task of managing green trees and street lighting from the Underground Space and Green Tree Management Department, lighting.
- Transport Department: Rename from Transport Management Department, keeping the existing focal point of the Department of Construction.
- Department of Water Supply and Drainage: Established on the basis of merging the Department of Water Supply and Drainage Infrastructure Management and the Department of Underground Space and Greenery, Lighting Management (after the task of water supply and drainage infrastructure planning has been transferred to the Department of Technical Infrastructure and Underground Space Planning) under the Department of Construction. Continue to perform the task of managing parks, greenery, urban lighting, lakes and investing, building, operating water supply, drainage, wastewater treatment systems... (excluding greenery, street lighting).
- Department of Housing and Real Estate Market: Rename from the Department of Housing and Real Estate Market Management, keeping the existing focal point of the Department of Construction; receiving tasks related to housing management, offices and housing policies after reorganization.
6 public non-business units are arranged as follows:
- Hanoi City Technical Infrastructure Management Center: remains the same.
- Traffic Operation and Maintenance Center: Merging the Hanoi City Traffic Management and Operation Center and the Traffic Infrastructure Maintenance Board.
- Center for Construction Technology and Digital Transformation: Reorganize the Hanoi Institute of Science and Technology and Construction Economics and take over the functions and tasks of the Department of Technology Development to implement the tasks of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; build and manage the construction industry database and quality inspection of construction works...
In addition, continue to arrange 3 units currently under the Department of Construction according to the roadmap:
- Architectural Planning Project Management Board: Transferring in its entirety to the Hanoi City Civil Works Construction Investment Project Management Board.
- Hanoi City Housing Management Center: Arrange the housing management department to the Housing Department and the real estate market under the Department of Construction. The contract signing and direct management department of the housing fund is transferred to Hanoi Housing Management and Development Co., Ltd. in sync with the Company's arrangement process (according to the Plan to arrange state-owned enterprises in the spirit of Resolution No. 79-NQ/TW dated January 6, 2026 of the Politburo on state economic development).
- Hanoi Motor Vehicle Registration Center: Continue to implement the equitization roadmap according to the Prime Minister's Decision.
Regarding payroll, there will be 528 civil servants (equal to the total payroll assigned to the 2 departments before the merger); 431 public employees (equal to the total payroll assigned to the non-business units of the 2 departments before the merger); 260 contract workers.
