Hanoi City People's Committee has just submitted a report on the establishment and reorganization of a number of specialized agencies under Hanoi City People's Committee.
According to the content of the submission, the City People's Committee proposed a plan to establish the Department of Culture, Sports and Tourism on the basis of merging the Department of Tourism into the Department of Culture and Sports.
Regarding the organizational structure of units before the arrangement, the Department of Culture and Sports currently has 1 director, 3 deputy directors, 8 professional departments, and 15 public non-business units. The assigned staff includes 104 civil servants, 1,267 public employees, and 337 labor contracts.
The Department of Tourism currently has 1 director, 3 deputy directors, 5 professional departments, 1 public non-business unit. The assigned staff includes 47 civil servants, 40 public employees, and 17 labor contracts.
Regarding the plan to establish the Department of Culture, Sports and Tourism on the basis of merging the Department of Tourism into the Department of Culture and Sports, the Department only has 10 professional departments (down 3 departments, rate of 23.1%) and 14 public non-business units (down 2 non-business units, rate of 12.5%).
10 professional departments include:
- Department Office: Merge the Office of the Department of Culture and Sports; the Organization - Legal Department under the Department of Culture and Sports and the Office of the Department of Tourism; receive the general tasks of the Department of Planning and Tourism Resource Development under the Department of Tourism. Transfer the task group on planning, finance, public assets, investment and statistics to the Department of Planning - Finance (newly established).
- Planning - Finance Department: Newly established on the basis of a group of tasks on planning, finance, public assets, investment and statistics from the Office of the Department of Culture and Sports; Office of the Department of Tourism and planning tasks of the Department of Planning and Tourism Resource Development under the Department of Tourism because after arrangement, the scope of management and budget scale, public investment is large.
- Grassroots Cultural Department: Rename; maintain the current functions and tasks.
- Department of Arts and Culture Industry: Changing name; basically keeping it as it is now and adding functions on deploying and implementing tasks according to Resolution 09/NQ-TU.
- Department of Cultural Heritage: Rename; maintain the functions and tasks as they are now.
- Sports Department: Rename; maintain the current functions and tasks.
- Information - Press - Publishing Department: Keep as it is now.
- Communications Department: Rename; maintain the current functions and tasks; supplement communication functions from the Department of Tourism.
- Travel Department: Rename; maintain the current functions and tasks; supplement functions on tourism environment, tourist areas, tourist spots from the Department of Planning and Tourism Resource Development under the Department of Tourism.
- Room of Accommodation Facilities: Rename; maintain the functions and tasks as they are now.
14 public non-business units including:
- Thang Long Music and Dance Theater: Maintain.
- Thang Long Puppet Theater: Keep it as it is.
- Hanoi Drama Theater: Maintain.
- Hanoi Cheo Theater: Maintain.
- Hanoi Cai Luong Theater: Maintain.
- Hanoi Circus and Variety Arts Theater: Maintain.
- Hanoi Museum: Maintain.
- Hanoi Relic and Scenic Site Management Board: Established on the basis of merging Hoa Lo Prison Relic Management Board and Hanoi Relic and Scenic Site Management Board.
- Van Mieu - Quoc Tu Giam Cultural and Scientific Activities Center: Maintain.
- City Culture and Information Center: Established on the basis of merging the Hanoi Culture and Library Center and the Hanoi Exhibition Information Center.
- Hanoi Sports Training and Competition Center: Maintain.
- Hanoi High School for the Gifted in Physical Education and Sports: Maintain.
- Village of Culture - Tourism of Vietnamese Ethnic Groups: Maintain.
- Center for Cultural, Sports and Tourism Promotion: Reorganize and rename the Information and Tourism Promotion Center.
Regarding payroll, there are 151 civil servants (equal to the total payroll assigned to 2 departments before the merger); 1,307 public employees (equal to the total payroll assigned to 2 departments before the merger); 354 labor contracts.
