Hanoi rises strongly
On the morning of October 16, at the National Convention Center, the Hanoi Party Committee opened the 18th Party Congress, term 2025-2030.
At the Congress, Vice Chairman of the Hanoi People's Committee Truong Viet Dung presented a speech with the theme: " Establishing a new growth model, taking science and technology, innovation and digital transformation as the main driving force to realize the aspiration to develop a green, smart and sustainable capital".
According to Mr. Dung, the period of 2021-2025 is a challenging journey, but with the solidarity, bravery, creativity and determination of the Party Committee, government and people of the Capital, Hanoi has risen strongly, achieving important and comprehensive achievements in all fields; in particular, economic growth has created "3 bright spots: high speed - good quality - smart step by step", initially establishing a new growth model based on science and technology, innovation and digital transformation".
Growth year after year is higher than last year, the quality of growth is getting better and better.
The city has oriented smart development in accordance with the spirit of Resolutions, Conclusions of the Central Government and Planning of the Capital.
Persistently implement green development in all fields with the synchronous implementation of pollution control measures, water resources recovery in rivers and lakes; promote the classification of domestic solid waste at source, increase the collection and treatment of hazardous waste using advanced, environmentally friendly technology, combined with energy recovery.
Implementing the Central policy on double-digit growth in the 2026-2030 period, the Political Report of the City Party Congress has set out the determination to achieve annual growth of 11% or more, with GRDP per capita in 2030 reaching 12,000 USD.
Reviving polluted rivers

In particular, focusing on implementing urban development models associated with traffic orientation (TOD). Build a smart capital model that integrates digital government - digital economy - digital society - digital citizens on the platform "one cloud - one network - one data warehouse".
Starting construction of a smart city in Yen Xuan commune with a scale of about 600 hectares to form the Hoa Lac technology urban area.
