The heavy rain lasting from dawn to early afternoon on September 30 due to the impact of storm No. 10 Bualoi caused many roads in Hanoi to be deeply flooded.
At the Huynh Thuc Khang - Lang Ha intersection, a series of cars and motorbikes stalled in the water, causing chaos in traffic. People had to push their vehicles in heavy rain, many vehicle owners had to call for help.
Some small streets were flooded with water half a wheel, making travel almost paralyzed. This situation makes the daily life and work of the people of the capital even more difficult.


According to records, continuous heavy rain has caused the water level of To Lich River to rise rapidly. In the Khuong Dinh bridge area, the river water has reached the edge of the bridge, only a few dozen cm from the road, posing a potential risk of overflowing if the rain continues.
Mr. Nguyen Van Hai (34 years old, often traveling along the To Lich River) said that despite heavy rain, the water level of the To Lich River had never risen so close to the bridge.
"If the rain continues for a few more hours, many sections of the riverbank may overflow, greatly affecting neighboring residential areas" - Mr. Hai said.

Having lived on Khuong Trung Street for more than 15 years, this is the first time Ms. Tran Thi Thu (50 years old) has seen the water level of To Lich River rise like this.
"It was raining heavily, the streets were flooded, now there is a risk of river water overflowing the banks, so people around here are very worried. We just hope that the authorities will soon take measures to drain water and issue timely warnings" - Ms. Thu said.


The report of Hanoi Drainage Company Limited at 1:00 p.m. on September 30, To Lich River (at Hoang Quoc Viet) recorded water levels of 6.11 m; To Lich River (at TL of Thanh Liet Dam) 4.94 m.
Information from the Northern Hydrometeorological Station said that from the night of September 29 to noon of September 30, the Hanoi area had very heavy rain, with common rainfall from 70 - 130 mm, many places were higher such as Huong Son 172.6 mm, Ba Vi 193 mm, Suoi Hai 226.4 mm.
It is forecasted that in the next few hours, Hanoi and surrounding areas will continue to have moderate to heavy rain, some places will have very heavy rain, the total rainfall can reach 80 mm, causing serious flooding.
Faced with the above situation, Hanoi Drainage One Member Co., Ltd. has deployed working groups to be on duty at frequently flooded areas, while operating all the capacity of pumping stations to lower water levels. Traffic police and inspectors have also been increased at key intersections to direct traffic and support people's movement.
