Hanoi is accelerating the progress of the project to replenish water from the Red River to the To Lich River to improve the environment, reduce pollution and prevent flooding before the 2026 rainy season.
The Thuy Phuong canal renovation project has a total investment of more than 920 billion VND, with the goal of replenishing water from the Red River to "revive" the To Lich River, and at the same time solve the flooding situation in the North of the Capital.

According to records at the beginning of May 2026, the installation volume of equipment at Thuy Phuong pumping station has reached more than 60% of the contract value. The investor sets a goal to complete all main items before June 30 to promptly serve water supply for the To Lich River and support flood control for large urban areas such as Resco, Ciputra and Tay Ho Tay.

The project is expected to contribute to changing the face of the To Lich River, which has been seriously polluted for many years.
At the construction site on Vo Chi Cong street (Tay Ho ward), construction units are entering the peak period. Workers are divided into shifts to work continuously to complete box culverts through Hoang Tang Bi, Pham Van Dong and Vo Chi Cong streets.
Mr. Nguyen Manh Hung, a resident living on Vo Chi Cong street, said that the project not only serves flood prevention but is also in the overall plan to improve the environment and restore the flow of the To Lich River.

People expect the system to operate effectively, reducing flooding for the Vo Chi Cong area in particular and Hanoi in general," Mr. Hung shared.
According to Mr. Pham Quang Toan - technician of Dai An Construction Joint Stock Company, due to the urgent progress, the construction site is organizing 3 shifts, 4 teams day and night.
Many construction fronts are being deployed simultaneously to speed up progress. The locations where the sewer system has been installed will have the road surface restored as soon as possible," Mr. Toan said.
In parallel with the water replenishment project for the To Lich River, the Yen Xa Wastewater Treatment Plant with a total investment of nearly 11,200 billion VND has been put into operation since September 2025, contributing to improving water quality on the entire river route.

According to Mr. Truong Quoc Bao - Head of Yen Xa Wastewater Treatment Project Management Board, currently 245 discharge gates along To Lich River have been 100% collected. Wastewater after treatment is replenished back into the river with a flow rate of about 230,000m3/day and night.
Mr. Bao added that the water quality of the To Lich River has had positive changes, basically no longer smells bad, and the water color is also gradually improving.
The people of the Capital expect that, along with the completion of environmental infrastructure projects, the To Lich River will gradually be revived, the flooding situation in Hanoi will be improved, towards the goal of building a green, clean and sustainable city.
