According to the Hanoi Department of Planning and Architecture, two detailed planning projects on both banks of the To Lich River route, at a scale of 1/500 (section 1 and section 2) are prepared based on a comprehensive study of the entire To Lich River route, ensuring synchronization between landscape renovation, urban space organization and fundamentally solving the water environment problem.
The Detailed Planning Project on both banks of the To Lich River, scale 1/500 (section 1) has a scope of about 6.2km, from the Hoang Quoc Viet - Vo Chi Cong intersection branch road to Nga Tu So New Bridge, passing through many inner-city wards.
The research area has a scale of about 324,006m2, located within the scope of two river-line roads, connecting with important traffic axes such as Vo Chi Cong, Buoi, Lang, Nguyen Trai, contributing to creating an open space axis throughout the western and southwest inner city areas.
According to the plan, the new construction is strictly controlled, prioritizing green spaces, water surfaces and community-serving works; only allowing the arrangement of small-scale works, up to one floor such as service kiosks, guesthouses, public toilets, auxiliary works in green land plots. Architectural forms are required to be harmonious with the landscape, avoid large volumes, and ensure creating a gentle and user-friendly highlight.
The landscape space is organized in sections, associated with the historical characteristics and current status of the area.
The section from Hoang Quoc Viet to Cau Giay, the source area of the To Lich River, is oriented to form large public spaces, squares, pedestrian and bicycle routes, combined with service center projects.
The section from Cau Giay to Nguyen Trai street is identified as a cultural space, associated with traditional values and regional festivals, such as the Lang Pagoda festival, creating a highlight for community activities along the river.
Regarding technical infrastructure, the road system on both sides of the river continues to be identified based on existing roads, associated with the project to renovate and embellish parks on both sides of the To Lich River.
The river bridge system includes renovating 10 existing bridges and building a new bridge at the opposite location of alley 235 Nguyen Khang, strengthening the spatial connection between the two banks.
For section 2, the detailed plan for both banks of the To Lich River, scale 1/500, has a research scope of about 459,437m2, a route length of about 7km, from Nga Tu So area to the end of the Linh Dam branch and Nhue River sections.
The plan clearly defines the principle of inheriting the current status, renovating and embellishing existing green land areas, parks, and sports areas, and at the same time adding new public spaces, ensuring harmonious connection with surrounding residential areas. Architectural forms and space organization are controlled according to Construction Regulations and indicators that have been controlled in the project.
The route sections are designed with landscapes suitable to the characteristics of each area. The section from Nguyen Trai street to Ring Road 3 is oriented to develop commercial, service, and culinary activities along the river, aiming to form a nighttime economic space, creating new vitality for the area. The riverside space is reorganized with a system of walking paths, green trees, parks, and flower gardens; strengthening the connection between the two banks with pedestrian bridges and landscape bridges.
The section from Ring Road 3 to Thanh Liet bridge is oriented to become an ecological space, relaxation, entertainment associated with nature, arranging public works, squares, parks combined with sports fields to serve people.
Regarding transportation, the road system on both sides of the river continues to use existing routes, synchronously with the project to renovate the entire route. The monorail branch 2 Giap Bat - Thanh Liet - Phu Luong is planned along the East of the To Lich River, the section from Phan Trong Tue road to the Vu River branch, contributing to strengthening the capacity of public transport in the area.
